About Philip Eliason

Director Philip Eliason and Associates (commenced 2004 with separate appointments in government and internationally). Recently, I wrote governance training material for the ACT government procurement requirements from 1 July 2024. In 2022, carried out with CMC Consulting an evaluation of combined activity of 25 United Nations agencies in Papua New Guinea under the United Nations Development Assistance Facility UNDAF (2018-2021). Concluded in December 2021 a six month appointment to advise the International Organisation for Migration (IOM) on structure and nature of programs to prevent violent extremism. Previously Adviser to Minister for Natural Disaster and Emergency Management on national policy addressing mitigation and response to natural disasters. In 2018 - 2019 I was Senior Adviser to the Minister for Agriculture handling contested issues such as live animal exports to the Middle East, dairy reforms, farm trade with China and political matters within the Parliament. Between February 2017 - August 2018 I was on Foreign Minister, Julie Bishop's, personal staff as Senior Adviser for Middle East, North Africa, Africa and International Security (CT, CW, CP, Nuclear) following independent INGO assignments in Yemen (Country Head), Libya (Country Head) and Tunisia as well as career and contract work with the Department of Foreign Affairs. I am a Middle East specialist (strong Arabic ability) with a career spanning government, INGOs, consultancy and corporate affairs roles. Lengthy assignments in Egypt, Yemen, Syria, Libya and Iraq gave first-hand knowledge of how to achieve results in contested situations. I interpret Middle East developments in a way decision makers and business leaders find useful. My work has included issues management (from local to Cabinet minister level), commercial risk assessment and giving political and strategy advice. I have worked within complex government processes and in difficult to access development assistance contexts. As a result, I have a proven track record of effectiveness spanning diverse situations -- from the grass roots of Yemen to highest government levels in Australia and elsewhere.
