About Philip Martinez

Engr. Philip "Flip" Martinez is actively involved in pioneering government-funded research projects that aims to develop and deploy context-appropriate wireless communication technologies to empower resilient Filipino communities and expand digital communication and internet access to Geographically Isolated and Disadvantaged Areas (GIDAs) in the Philippines.As an affiliate of the UP Wireless Communications Engineering Lab, he was a key participant in several projects that targeted to narrow the digital divide. In 2015, Engr. Martinez served as a Research Engineer for ‘Project ROGER: Robust and Rapidly Deployable GSM Base Station and Backhaul for Emergency Response’, a pilot proof-of-concept research for opportunistic spectrum access in the context of emergencies and disasters. He then continued as a Research Fellow in 2016 for ‘The Village Base Station Project (VBTS)’ – a collaborative research project between UP and the University of California, Berkeley, in helping establish the Philippines’ first community-owned and operated cellular network. The said network was set up in seven remote and rural barangays in the province of Aurora, providing basic mobile telephony to over 1500 subscribers since 2017.Engr. Martinez is currently a Senior Science Research Specialist at the DOST–Advanced Science and Technology Institute (DOST-ASTI), where he is the Project Leader of the Resilient Education Information Infrastructure for the New Normal (REIINN), an initiative led by DOST-ASTI that focuses on developing application frameworks and infrastructures for remote learning. He is also a co-founder and Trainer of TEKhasa, an organization that creates the new wave of experts in technology, education, and community by conducting relevant technical workshops and lectures. He is also a co-founder of Kawing Innovations, Inc., a social enterprise with special focus on connecting the last mile through community networks.Engr. Martinez earned his BS Electronics and Communications Engineering and MS Electrical Engineering degrees at UP Diliman in 2009 and 2014, respectively. He is also a part-time faculty member of the Ateneo de Manila University Department of Electronics, Computer, and Communications Engineering and a Senior Lecturer at the UP Electrical and Electronics Engineering Institute. Ultimately, Engr. Martinez, with his teams past and present, are working towards a shared vision of a better-connected Philippines, one remote barangay at a time, where every Filipino has equitable access to opportunities brought about by reliable information infrastructure.
