Vista Consulting is a small science and technology consulting firm that advises its clients on investments into and applications of science and technology innovations. Vista Consulting provides scientific assessment, technology evaluation, program development and assessment, policy support, and test planning. Vista Consulting also helps link academic research labs, small technology companies and government programs.

Responsible for the development, design and execution of interdisciplinary studies that integrated the technical, operational, programmatic, and policy aspects of clients’ mission-critical problems, grouped around the four portfolios:• Strategy and Plans – Development of strategic documents, current and future military strategy, program plans and investment strategy; • Social Science – Warfighter cultural capability requirements, training, modeling and simulation for anticipating regional instability;• Federal Advisory Boards – Analytical support, facilitation of deliberations, preparation of briefings and reports;• Manpower – Requirements for future military, integration of reserve and active components, compensation and quality of life;• Management and Organizational Consulting – Strategic and organizational consulting, business process analysis, policy and operational support.

Responsible for DFI’s strategic business development and marketing. Directed DFI's Military Analysis Program, specializing in research and analysis, in particular operations research, modeling and simulations. The Military Analysis Program focused on providing DFI’s clients integrated analyses of National Security issues. Such analyses included: Force structure and force effectiveness assessments; Development and evaluation of defense strategy, including force transformation, cost and budget analyses; Program development and evaluation; Strategic planning; Communication and risk assessments.

Research focused on force structure, military strategy, nuclear forces and deterrence strategies. • Army/Air Force Expeditionary Force. For the Air Force QDR Office, designed and assessed an Aerospace/Ground Expeditionary Force, including definitions of CONOPS, units, C4ISR, weaponry, logistics, and transport;• Benefits, Risks, and Costs of Alternative Aircraft Acquisition and Retirement Profiles. For the Air Force QDR Office, assessed the benefits, risks and costs of different acquisition and retirement profiles;• Non-Visual Ballistic Missile Verification. For the Arms Control Technology Division’s (ACTD’s) Strategic Treaty Verification Technology Program, Defense Threat Reduction Agency (DTRA), identified cost-effective and promising non-intrusive technologies to monitor, without detailed visual inspections, strategic delivery systems under a START III Treaty;• Strategic Personality and the Effectiveness of Nuclear Deterrence. For the Advanced Systems Concept Office (ASCO), DTRA, developed an analytic framework to identify deterrence and shaping approaches based on a country’s strategic personality. Follow-on to this project included analysis of the modernization plans of US nuclear forces.
