Phil is a transportation professional with experience in planning, business and strategy development, customer experience, policy making and leadership in both Canada and the United States and across both private and public sectors. Phil is currently serving as the Associate Director, Groundside Transportation Development at the Greater Toronto Airports Authority (GTAA) and is focused on developing medium and long term groundside transportation strategies and partnership opportunities to drive customer experience, revenue, sustainability and innovation to ultimately deliver best-in-class multi-modal mobility choices for customers. Toronto Pearson airport recently kickstarted its journey towards delivering a transformative capital development program to support growth and build a more resilient and customer-focused airport.Phil recently held the role of Director, Business Development at the Toronto Parking Authority (TPA) leading and supporting the business development and planning team to accelerate sustainable top-line growth and modernization via innovation, technology, and strategic partnerships with both current and future mobility platforms. This included the development and launch of the City of Toronto’s public network of EV charging stations (delivered over 400 chargers in <2 years), revenue management, and partnerships with government and private sector stakeholders to advance property redevelopment and city-building opportunities. Prior to GTAA and TPA, Phil served as Director, Strategic Initiatives Coordination at the Metropolitan Transportation Authority (MTA) in New York. Prior to joining the MTA, Phil led a dynamic team at Metrolinx to support the design, implementation and operation of North America's first dedicated air-rail link train service in Toronto, Canada - the Union Pearson Express. Phil was previously part of the Research and Business Solutions team at Metrolinx working on a wide variety of programs and projects related to strategic planning, research, and analytics across all operating agencies including GO Transit. Prior to that, Phil worked as a transportation planner for both GO Transit and York Region Transit (YRT) / VIVA Bus Rapid Transit (BRT). Phil is passionate about driving innovation and change, city building, customer experience and team leadership.
