At the Zaragoza, Spain, Logistics Center conducted research under the EU Programs, “Consistently Optimised Resilient Secure Global Supply- Chains,” focusing on capturing data in the “extended supply chain” to aid in governmental targeting of high risk cargo and improving efficiency of overall supply chain management. 2013/214 served as the principal author of the Customs administration of Trinidad and Tobago's "Next Generation" Strategic Plan• Analyzed port security in Latvia and Estonia for the US Trade and Development Agency• Advise companies on achieving certification under US Customs-Trade Partnership Against Terrorism and on managing regulatory compliance. Most recent client was a $2 billion US pharmaceutical firm• Served as technical program manager for Cotecna, USA, in conducting major border security project for the US DOD• As a Research Affiliate with MIT Center for Transportation and Logistics, conducted research on supply chain security (2004-2008). Co-authored, with James B. Rice, Collateral Benefits: Investing in Supply Chain Security, published by IBM Center for the Business of Government, 2005• Advise start-up firms on supply chain and port security utility of their products and services

Working as part of the ZLC team I participated in research related to supply chain security and resiliency as part of the EU funded program Consistently Optimized and Resilient Supply Chains (CORE).

Participated as a CSC team member in conducting in-country training exercises for the Defense Threat Reduction Agency relating to counterproliferation and border security in Bosnia Herzegovina, Azerbaijan, Kazakhstan and Tajikistan.

• Responsible for the work of 1500 US Customs employees at seaport, airport and land border crossings in the New England and Middle Atlantic states• Led national US Customs programs to improve efficiency; our efforts were recognized by a presidential rank award and being named “person of the year” in international trade by a major trade association• Evaluated work of customs administrations in enforcing sanctions against Yugoslavia in the Bosnian wars and under the US State Department Support for European Democracy, receiving an award from the World Customs Organization for this work • In the aftermath of the 9/11 attacks took dramatic action to refocus on anti terrorism. Established a visible security presence at Logan to support a shaken and unstable airport. • Utilized intelligence research specialists assigned to Boston in conjunction with Coast Guard and port personnel to provide vessel targeting reports • Reorganized the Boston cargo release unit to free resources for anti terrorism,and provide better service to the trade community and to save $1 million over the term of the lease;• Spoke widely in support of Customs Trade Partnership Against Terrorism and Container Security Initiative. Activity included MIT, Harvard, Northeast Rail Association, Council of Logistics Management and interviews with the Boston Globe, Christian Science Monitor, CBC radio, Boston channel 7 (NBC) and TF 1, the largest private TV network in France;• Led political/public negotiations to resolve complex border security issues.• Created the first inter-organizational team to provide operational intelligence to front line employees. Developed a joint Coast Guard/DOD program to use DOD assets to track suspicious aircraft. Oversaw investigations that lead to interdiction of multi kilo cocaine shipments. Initiated a program to cross designate state police officers with Customs authority, widely broadening our scope of operations.

Working for the Minister of the Interior, provided advice to the government in strengthening counter proliferation measures. Assessed operations at ports of entry and provided recommendations for improving interdiction of WMD. Advised the government on creating mechanisms for greater inter-governmental coordination of counter proliferation measures that led to a significant inter-ministerial agreement on joint counter proliferation efforts. Led a weekly forum on WMD issues attended by key officials from ministries involved with enforcement, intelligence, border security, atomic energy and commerce. Initiated bilateral special operation with Romanian Customs involving intensive review of commercial and passenger traffic at Ruse on the Danube River.

Senior management official responsible for the work of the US Customs Service in Virginia. Developed close working relationships with the trade community as the ports of Norfolk grew rapidly towards a 2 million TEU operation while maintaining a strong enforcement posture.Managed 100 employees in carrying out the full range of Customs operations at a large seaport importing and exporting cargo to all areas of the world. Carried out US Customs law enforcement responsibilities in ensuring all high risk cargo was examined for contraband. Developed processes to screen cargo and people to ensure conformance with US laws.
