Nevada Test Site

As a member of the NNSS Nuclear Engineering Group (NE), I support operations in the U1a complex, a Hazard Category II facility. • Point of contact between Ula Engineering, Ula Facility and the Ula Complex Enhanced Project (UCEP). Reviewed UCEP design documents and drawings for mining additional drifts, demolition of systems in drifts to be repurposed, installation of new mechanical systems (utility water, chilled water, and ventilation), electrical, communication, fire protection, and emergency lighting systems. Ensured configuration management was maintained in accordance with applicable procedures including managing input of components into the Master Equipment List and managing drawings for startup, testing, turnover, as-built documentation, and future maintenance. Participated in negotiating the interface control document (ICD) roles between the UCEP and the Ula Facility. • Represented NE on the U1a 02 Drift Refuge Station Buildout & Bore Hole construction ensuring configuration management is maintained and when completed, appropriate processes are followed for startup, testing, and turnover.

Richland, Washington

Support maintenance of several Preliminary Documented Safety Basis (PDSAs) documents for the DOE Waste Treatment Plant (WTP) by completing NS Safety Evaluations and Screens. In my process assurance role, I perform the following: • Lead assessments covering a wide range of quality, engineering, and contract issues. Typically, the assessments are in-depth evaluations, provide objective evidence, and identify non-compliances and opportunities for improvement that are submitted to the WTP corrective action management program (CAMP). The assessments contributed to continuous improvement and helped reduce defects and errors • Prepared Corrective Action Effectiveness Review Report for 24590-WTP-PIER-MGT-14-1298, Action 8 • Extensive experience with various Project tools including InfoWorks, iDocSearch, and Corrective Action Management Program (CAMP) system • Prepared Corrective Actions (CRs) closed CRs by developing and implementing appropriate action(s) • Support Integrated Assessment Working Group (IAWG) by planning out-year assessment planning

Richland/Kennewick/Pasco, Washington Area

• Directed the Radiological Site Services (RSS) Program that provides radiological instrumentation repair and calibration, dosimetry, and radiological records support to the Hanford Site with a $12M annual budget.• Managed the transition of Public Safety and Resource Protection (PSRP) and RSS (totaling about $20M annually) from one of DOE’s national laboratories to MSA.• Managed the business case analyses of the RSS and PSRP Programs that resulted in clientdirection to transfer the work scopes to MSA.

Richland/Kennewick/Pasco, Washington Area

• Managed the 200-MW-1 and 200-PW-2/4 Operable Units (OU) that total more than $50M of planned effort. The scope of this work includes drilling, sampling and analysis, geophysical logging, vadose zone modeling, risk assessment, and preparation of Remedial Investigation/Feasibility Study (RI/FS) reports. The OUs include several past practice radioactive and chemical waste disposal sites on the Hanford central plateau. The Earned Value Management System was used for these projects and responsibilities include work planning and execution, budget, schedule, timely preparation of technically superior and complete documentation, and interaction with DOE, EPA, and Washington State Department of Ecology.• Managed the preparation of a Focused Feasibility Study and Proposed Plan for the addition of biological and chemical in-situ reduction of hexavalent chromium in soil and groundwater. This remedial technology will be included in the overall remedial actions by amending several interim action records of decision associated with the 100 Area of DOE’s Hanford Site.

Greater Denver Area

• Managed the preparation of the Postclosure Safety Analysis Report (SAR) that was submitted to NRC as a part of the License Application for the proposed Yucca Mountain Nuclear Repository. This work was for Sandia National Laboratory under DOE’s Lead Laboratory arrangement. The postclosure SAR covers all aspects of postclosure safety from water infiltration and canister degradation to potential dose to reasonably maximally exposed individual over a 1M year period. Coordinated the technical writing of twelve lead authors dispersed among four national laboratories in addition to specialty contractors. Worked with the client on schedule and content issues and developed recovery plans as necessary. Ensured technical consistency and balanced level of detail between the 12 major SAR sections and ensured that the SAR was responsive to the NRC review criteria. Supported SAR development schedule, and overall SAR content and structure. • Supported major revisions to several of the SAR sections such as the section on unsaturated zone transport. Supported revisions to the features, events, and processes (FEPs) portion of the biosphere model.• Supported DOE in their efforts to restore credibility to the site infiltration model, one of the major components of the SAR. Authored the report Data Analysis for Infiltration Modeling: Development of Soil Units and Associated Hydraulic Parameter Values which provided some of the necessary input data for the infiltration model. • Protocol lead for the Beale AFB, Safe Drinking Water Act (SDWA) Internal Environmental Compliance Assessment and Management Program (ECAMP) assessment.

Greater Denver Area

• Provided litigation support for two cases involving the Milwaukee Water Pollution Abatement deep tunnels for confidential clients involving groundwater infiltration into tunnels and settlement effects.• Subject matter expert for U.S. Environmental Protection Agency – Headquarters and Region VIII 5-year review of a Record of Decision (ROD) and remedial action (RA) implementation of the Shattuck Site near the University of Denver in Denver, CO. The 5 year review revealed RA construction techniques were not properly documented and may not have been used, and the ROD was revised, the monolith was demolished and all materials sent to a low-level waste disposal facility. • Managed the human health and ecological risk assessments associated with several CERCLA Feasibility Studies on the Hanford Site in Washington State. • Completed a Phase I Environmental Site Assessment of tar sand refinery in Utah and researched the potential for developing a geothermal resource at the site for Nathaniel Energy Company, Denver, CO. in support of negotiation for the purchase of the facility.• Prepared the groundwater monitoring plan and Remedial Action design for the Craig Road Landfill operable unit at Fairchild AFB, Spokane, Washington.
