Senior Policies And Rules Specialist
CurrentPerforms highly advanced (senior level) work under the supervision of the Policies and Rules Unit (PRU) Director within the Health Care Regulation (HCR) department of the Regulatory Services Division (RSD) of the Texas Health and Human Services Commission (HHSC).Plans, prioritizes, and develops policies, procedures, rules, guidance letters, internal memorandums, internal and external forms, handbooks, manuals, website updates, presentations, and other policy and rule deliverables associated with the HCR department functions and regulated providers.Maintains current knowledge of HCR-regulated providers by conducting research; reviewing literature, rules in the Texas Administrative Code, Texas statutes, Code of Federal Regulations and information on the HHSC website; attending meetings; and communicating with other professionals in RSD, HHSC, and the Health and Human Services system. The Policy and Rule Specialist also serves as a subject matter expert on Substance Used Disorder related providers and facilities to internal and external stakeholders.Completes complex (senior level) policy and rule development activities, including research, stakeholder engagement, program assessment, and meeting coordination and facilitation activities, to ensure PRU, HCR, RSD, and HHSC meet policy and rule deliverables within all required deadlines.Serves as an internal and external policy and rule expert for current and proposed policies and rules. Responsible for working with internal and external stakeholders to develop and/or amend rules in the Texas Administrative Code.Represents the Regulatory Services Division on an inter-division workgroup to help integrate mental health and substance use health care services.
Reimbursement Analyst
Develops, modifies, and maintains complex computer programs, spreadsheets, and large databases related to school-based health services and cost reporting. Reviews annual cost reports of Independent School Districts (ISD) and issues official settlement decisions (40%)Develops and processes policy documents (including policy guidelines, agency rules, state plan amendments, council and advisory committee items, workgroup materials,) relating payment rate and payment methodology determination. Responds to and processes questions related to reimbursement side of the School Health and Related Services Program. Documents work processes and escalates issues as needed. May conduct on-site audits and provide recommendations to ISDs. Communicates with ISDs, agency staff and other state agencies to coordinate updates to the program. (20%)Communicates complex information to internal and external parties to provide, exchange, or verify information, answer inquiries, address issues or resolve problems or complaints. Interfaces with various contracted providers, provider representatives, client advocates, other agency staff, advisory committees, workgroups, attorneys, and other interested parties concerning financial methodology issues affecting program delivery and payment determination. (20%)Works with providers and HHSC legal on informal and formal appeals resulting from cost report disallowances. This includes extensive research and the ability to testify in court upon request from the HHSC legal department. (15%)
