Phillip M. Tate is senior vice president of development and government affairs at Kilroy Realty Corporation, serving as in-house land use and development counsel. He oversees Kilroy’s government affairs activities, and interfaces with government officials regarding various issues related to Kilroy’s properties. He specializes in land use entitlements, administrative and legislative advocacy, and environmental compliance involving, among other topics, the California Environmental Quality Act, the California Coastal Act, the Subdivision Map Act and California Government Code provisions related to land use and zoning. He manages various aspects of the entitlement process, including coordinating the work of technical consultants and representing Kilroy at public hearings and meetings with government officials.
