Assistant Chief of Staff for Theater Security Cooperation and Engagement. Responsible for planning/coordinating all SEVENTH Fleet Theater Security Cooperation engagement activities, all Joint/Combined exercises, and bi-lateral exercises with Japan, Korea, Australia, India, Russia and South East Asian countries. The area of responsibility includes 35 maritime countries and the world’s five largest foreign armed forces -- People’s Republic of China, Russia, India, North Korea and Republic of Korea.

Deputy to Political Advisor, a State Department Foreign Service Officer (2-star equivalent). Assess/Advise on political implications of military planning/execution. Advise on issues associated with countries/governments of interest. Serve on Commander’s Battle Staff/Executive Board.Coordinated the policy response with the DoS for over 150 foreign government and international organizations’ offers of assistance for Hurricane Katrina relief. Instrumental in the acceptance of military-to-military assistance including an unprecedented Mexican ship and Mexican convoy.

Commanding Officer/leader for 180 military and civilian personnel in 46 recruiting stations, four Military Entrance Processing Stations and one headquarters across the states of Alaska Montana, Idaho and Washington State, an area covering over 1.125 million square miles. Managed and executed an annual budget of $2.1 million in fiscal year 2002 and $1.8 million in FY 2003.

Advised the Chief of Naval Operations and executed his policies and directives in matters regarding the Surface Warfare Forces of the U.S. Navy. Responsible for successful management and proper funding of the $330 million Battle Force Tactical Training system, the surface Navy’s top priority training program, encompassing installation of systems on classes of ships spanning three division directorates.Organized and executed a Surface Warfare Training Requirements Review on the Fire Controlman rating. The net outcome was a savings of $3.4 million per year. Prime mover in initiatives to overcome critical manning shortfalls in Fire Controlman and Electronics Technician rates at sea resulting in increased throughput in the required courses by 20%.

Led 320 person organization. Responsible for the operation, safety, crew training, maintenance and quality control of Navy Destroyer forward deployed to the Seventh Fleet Area of Responsibility. Assumed command upon the tragic death of FIFE’s Commanding Officer less than three weeks after reporting aboard as Executive Officer.Developed and executed a comprehensive plan for the FIFE’s homeport shift from Yokosuka, Japan to Everett, Washington ensuring manning and qualifications were adequate despite a 40% crew turnover.

Director of Fleet Operations. Coordinated and managed the operations and scheduling of all Military Sealift Command ships in the Far East Area of responsibility. Executed operational and logistics plans for critical support of highly sensitive operations in the northern Pacific Ocean, Korean and Taiwan Straits.Coordinated the short notice deployment of 13 Maritime Prepositioning and Afloat Propositioning Force ships to Saudi Arabia in support of Operation Vigilant Warrior. Due directly to his professional oversight of all aspects of the deployment, all ships arrived in time to provide the vital cargo, equipment and ammunition for U.S. Forces.Coordinated the short notice deployment of five Afloat Prepositioning Force ships to Mombasa, Kenya in support of humanitarian relief efforts for Rwanda. Closely monitored all aspects of the deployment to ensure flawless execution, and kept all commands in both the Far East, and Europe areas of responsibility informed of the progress through daily situation reports.
