As head of the firm’s technology practice group, Phillip Schmandt brings a broad range of experience representing clients in a variety of corporate transactions in the U.S., Latin America and Europe. In technology, e-commerce and energy, Phillip has significant experience serving as general counsel to an e-commerce marketplace for the oilfield services industry. For over ten years he has provided expertise in structuring, negotiating, and drafting electronic data agreements, software licensing agreements, licensing and marketing agreements, joint ventures and strategic alliances. He has represented technology companies that serve the upstream oil and gas industry including U.S.-based and multi-national oil companies. Between 2009 - 2012 Phillip served as a technical expert for the European Committee for Standardization (Comite' Europeen de Normalisation or "CEN") in its Electronic Invoicing Workshop, where he assisted in the drafting and editing of CEN's Code of Practice for Electronic Invoicing in Europe and was a contributing author to the "Model Interoperability Agreement for Transmission of Electronic Invoices"Phillip has served as the Chair of the City of Austin's Electric Utility Commission since 2007. He chaired the Mayor's Task Force on Generation Planning, which developed Austin Energy's plan to achieve 20% generation through renewable energy by 2020 and he also chaired the Mayor's Task Force on Residential Energy Conservation, which produced a unanimous recommendation from diverse stakeholders that served as the basis for the City of Austin's ground breaking Energy Conservation and Disclosure (ECAD) ordinance. In real estate and commercial law, he has more than 20 years of diverse experience representing developers, governments and non-profit entities.
