I served in the Technical Facilities Management Group of the Graduate School of Oceanography (GSO) at the University of Rhode Island for 19 years. My primary portfolio was for safety in relation to Manned Undersea Systems and Technology, which included scuba and surface supplied diving and submersibles. I was also responsible for ROV operations and any number of small boat operations that were in support of diving, submersibles and ROVs. GSO ran on a committee system, with long term, and especially ex-officio, members of various committees developing significant expertise in their areas of oversight. I served on the Ship's Committee (responsible for the oepration of the R/V Endeavor), the Small Boat Committee, the Chowder and Marching Committee (so named our of New England tradition, responsible for community relations and community welfare issues), the Safety Committee (responsible for campus wide safety issues including, fire, laboratory, radiation, security, etc.), Computer Center Committee, Equipment Development Laboratory Committee, I also handled varied projects ranging from budgeting for the small boat fleet, A-21 (Federal Grant Accounting) audit compliance, budget preparation, etc.I also assisted Deep Ocean Engineering, CANDIVE, NOAA and the Perry Foundation during pilot training for the Deep Rover Submersible.The instructional cadre that we build at the University of Rhode Island was recognized with national awards and described by Dr. James Griffin, (former Program Manager of the Thor-Agena Rocket Booster Program) as, “The most competent and motivated team I’ve seen since the Mercury Seven.”The training elements of this program were recognized with three national awards and my personal contributions were recognized with my election as a national officer or the American Academy of Underwater Sciences and my appointment to number of National Science Foundation panels.
