Serve as Associate Director for Spaceport Integration and Services, responsible for coordination and integration of processing and operations activities and for providing Center services to NASA projects/programs, Govt. Agencies, and commercial partners. Provides strong leadership for all aspects of flight operations, facilities engineering, infrastructure systems, spaceport planning, protective services, logistics, propellants, life support, medical, environmental, and administrative services.

Responsible for Spaceport operations and integration across all customers of the Kennedy Space Center. I lead and manage a diverse division responsible for business management, institutional projects, local authority program management, and overall management and integration of a complex multiuser spaceport. I work across a broad set of customers including commercial launch providers, government programs, and military programs to provide services, deconflict operations, and plan for critical processing and launch events. I am responsible for developing and implementing the policies required to manage and operate a multiuser spaceport, including the policies and agreements required to enable FAA licensed commercial launches.

Established and maintained a process and capability for providing services, equipment and commodities to commercial launch companies in support of their processing and launch activities.

Led and managed an office comprised of senior individuals with various cross-functional backgrounds. Performed strategic planning and assessment of technical requirements and operational concepts in support of KSC’s future operations. Ensured the processes and systems developed resulted in efficient operations and met performance objectives. Provided input to the development of functional, performance and interface requirements and developed operational concepts and associated trade studies, timelines and budget estimates. Provided support to Agency led architecture studies and responsible for defining a center concept of operations for transforming KSC into a multiuser spaceport with an entirely new business model.

Served as the technical assistant for the Chief Engineer on the Launch Control System, working special projects and cross-functional issues associated with command, control and communications. Examples include the analysis and testing of the electrical characteristics and performance capabilities for the T-0 umbilicals. Supported the design, development, requirements development, operations planning, and engineering associated with the launch control system for future launch vehicle systems. Displayed decisive leadership ability in the planning, directing and coordinating of work across a multi-functional team to resolve technically complex issues which could not be solved within a single functional discipline. Provided guidance in the development of advanced planning and analysis of processing, operations, and requirements development for the operations, maintenance, testing, problem detection, failure analyses, and sustaining engineering of a complex launch control system.

Led Kennedy Space Center through one of the most challenging workforce transitions in its history – the retirement of the Space Shuttle Program and the creation of the Constellation Program. Upon entering the position, demand for resources exceeded externally imposed Full Time Equivalent (FTE) ceiling by 25% in the near term with a precipitous drop in demand upon Shuttle retirement. Successfully allocated resources across competing mission areas, meeting programmatic demand while eliminating out-year workforce surplus. Led and managed a group of analytical professionals in strategic workforce planning, data analytics, the development and maintenance of HR information systems and models, recruiting and student programs for the Center. Responsible for analyzing workforce statistical data and multi-program requirements to develop and partner strategic business decisions with center executives.

Built an Organizational Development (OD) capability for the center from the ground up, including the establishment and staffing of an OD office, gaining organizational buy-in for services, and defining core processes for service delivery. Designed a comprehensive talent management framework for the center, breaking down traditionally siloed HR functional areas and creating an integrated system. Designed and implemented a succession management system for the center. Helped lead the transition to a matrix engineering organization. Developed models and simulations to characterize organizational systems and behavior. Provided internal consulting across all levels of management, leading and facilitating leadership meetings and interventions. Developed and delivered training programs to meet customer requirements.

Reported directly to center director as a member of his executive staff. Developed the strategy for and directed the implementation of the center-wide change management plan. Led the organizational and cultural changes necessary for return to flight following the Columbia accident. Addressed the issues identified by the accident investigation board, building on multiple sources of employee feedback. Created a systemic framework for culture change, and oversaw the implementation of multiple parallel projects to induce change. Under my leadership, KSC was recognized both internally and externally as the benchmark for cultural change within the Agency. Developed a leadership communication strategy and partnered multiple processes, projects and systems with executive leadership.

Led organization-wide improvement efforts in processes, systems and tools. Chaired the New Projects Working group and managed the internal improvement system. Directed contractors in continuous improvement efforts for the International Space Station Program, and directed the implementation of Lean Manufacturing processes at KSC. Led the development of new operational concepts which enabled a 40% reduction in the manpower required during testing.
