About Phil Richards

Jisc is the UK's premier digital education and research body, delivering to over 18 million users. As chief technology officer data, I shape delivery of national analytical and data collection solutions, and lead on data strategy within the business. With a strong academic research background, and over 20 years' executive leadership experience, my thirst is as keen as ever for creative thinking, innovation, influence, and helping the UK maximise its impact in the global educational marketplace. As Jisc's chief innovation officer, I was responsible for building the R&D function of the newly-formed organisation, then leading the co-design (alongside university, college and research partners) and transition to market of novel UK-wide tertiary education products, e.g. the world-first national learning analytics service, national digital capability and data maturity profiling tools, and 'equipment.data' academic research equipment inventory and platform. I instigated Jisc's post-16 edtech start-up and accelerator programme, and subsequent partnership with Emerge Education. I initiated early deep-tech horizon scans of how the dark fibre Janet academic network core might support future distributed quantum computing, and AI approaches to edtech delivery,I instigated, negotiated and delivered for Jisc the new Higher Education Statistics Agency (HESA) national higher education regulatory data collection and visualisation systems, overcoming substantial political and technical barriers arising from an earlier incarnation of the work, and cross-organisational high-performing team-building during the challenging lockdown period. More recently I have focused on growing revenue through increased commercial use of HESA data.I led Jisc's recent work to leverage HESA data to inform the national policy debate regarding the benefits of international students to the UK, and have contributed to national parliamentary policy inquiries, reports on ethical data and AI, and published scholarly research on AI to underpin a new blended curriculum with support for diversity and wellbeing at its core.I am an intuitive communicator who energises stakeholders and customers, and motivates diverse teams, in particular getting the best from fellow aneurotypical colleagues.
