By interfacing with the bank’s Microsoft Exchange server, through the use of MAPI (Mail Advanced Programming Interface), the system dispatched emails to the departments’ administrative officers as contracts come up for renewal. The system also generated follow-up memo emails.Designed, developed, deployed, maintained, and enhanced a client/server Personnel Administration System (PAS) that managed detailed human resource information on departmental staff. The system tracked personnel information, promotion and grade data, salary history, and other pertinent information. The system used an InterBase 5.0 SQL database as a backend.Designed and maintained the department’s Intranet site on Microsoft’s Internet Information Server and Microsoft Windows 2000 Server.Administered the departmental InterBase 5.0 SQL database server.Provided technical support, technical advice, and personal technical assistance to all users in the department.Recommended software, hardware, and peripherals to the department for large-quantity purchases. Also recommended and procured small-quantity software and peripheral purchases for the department.

Managed the development and maintenance of various Department of State applications for the Bureau of Educational and Cultural Affairs.Managed a large complex project known as the IMS (Integrated Management System) staffed by up to 20 information technology professionals that unified disparate Oracle databases for the Department of State’s Bureau of Educational and Cultural Affairs. This brought ten other software application projects under the umbrella of one centralized database that required extraordinary coordination in order to release each subproject on-time and on-budget with its required dependencies. The project established a common Oracle 10g backend database for critical applications. This also provided management with an integrated location from which to run reports requested by Congress to measure the effectiveness of US public diplomacy around the world.As part of the IMS project, managed the subproject that incorporated BI (Business Intelligence) into the newly-unified centralized database. This allowed mangers at all levels to instantaneously access relevant data via dashboards developed from carefully-gathered requirements. After a thorough analysis, Business Objects was chosen as the vendor for this initiative.Managed a software application project known as Eureka! that was staffed by up to ten information technology staff professionals for the Bureau of Educational and Cultural Affairs under the Department of State that allowed the recording, management, and coordination of the varied citizen exchange programs handled by the Bureau.Developed all supporting documentation, project plans, and project schedules associated with the various projects and subprojects while adhering to Capability Maturity Model Integration (CMMI). Made sure that developers maintained their source code in StarTeam, the department’s source code management system (SCM), while all other documents were stored on SharePoint websites set up for each project.

Managed the maintenance and development of the FDA Center for Biologics Evaluation & Research’s (CBER) numerous Access applications that were tightly integrated with the Oracle 10g backend database. This included creation of the pandemic flu data replication project plan and maintenance of the Oracle 10g migration project plan.

Also managed the Internet Information Servers (IIS) and several development and production computers hosting a range of websites and applications.Managed the FMCSA’s KnowZone Intranet website. This included the daily update of content and conversion of material into Section 508-compliant form.Managed the development, design, and maintenance of several websites and web applications for the FMCSA. Provided critical support for these tasks.Coordinated the development, documentation, and deployment of the ATS (Activity Tracking System), an important internal web-based application designed to track and quantify the various ongoing initiatives at the FMCSA.
