Managed the development and maintenance of the SharePoint Enterprise Portal and numerous subsites for all of the directorates and divisions under the Army G-3/5/7 from within the Army Operations Center (AOC) in the RSAC (Resource, Situation Awareness Center) at the Pentagon.Led the development of new SharePoint custom applications under the U.S. Army Command and Control Support Agency (USACCSA) Data Services Division (DSD); spearheaded the gathering of new software requirements; directed four SharePoint developers along with two SharePoint administrators; tasked two to three business analysts, a knowledge manager, a technical writer, as well as a graphic artist; plus assumed various other responsibilities in support of the program manager and corporate headquarters.In coordination with the knowledge manager, provided SharePoint support and training to all personnel in US Army G-3/5/7 directorates and their various divisions.Was regularly consulted by civilian and military leaders on how SharePoint could be used to further the mission of their organizations. Directed the implementation of solutions based on the needs defined by the users of the Enterprise Portal.Was in charge of the development of CMMI (Capability Maturity Model Integration) Level 3 processes that adhered to an approach employing concepts from Agile and Spiral software development methodologies to deliver numerous applications to various stakeholders quickly and on schedule.Coordinated important components of the organization’s effort to achieve a CMMI (Capability Maturity Model) Level 3 appraisal by leading meetings, creating support documentation, developing deployment schedules, and identifying best practice approaches to the implementation of CMMI by applying process improvement principles. Managed one of the projects chosen for the assessment. These efforts contributed to a successful CMMI Level 3 appraisal.

Developed numerous applications for the support of various departmental operations. This included systems for the management of administrative budgeting and personnel management.Designed, developed, deployed, maintained, and enhanced a client/server budget monitoring system using Delphi 2007 and Microsoft Visual C++ 2005 known as the Budget Execution and Resource Management System (BES), which used the InterBase 5.0 SQL database as a backend. The BES was used enterprise-wide on more than 150 clients and assisted in the management of over 300 million dollars in administrative assets.Designed, developed, and deployed a client/server Contract Renewal Information System (CRIS) using Delphi 5 that automated the process of contract renewals for the organization’s fixed-term staff members. By interfacing with the bank’s Microsoft Exchange server, through the use of MAPI (Mail Advanced Programming Interface), the system dispatched emails to the departments’ administrative officers as contracts come up for renewal. The system also generated follow-up memo emails.Designed, developed, deployed, maintained, and enhanced a client/server Personnel Administration System (PAS) that managed detailed human resource information on departmental staff. The system tracked personnel information, promotion and grade data, salary history, and other pertinent information. The system used an InterBase 5.0 SQL database as a backend.Designed and maintained the department’s Intranet site on Microsoft’s Internet Information Server and Microsoft Windows 2000 Server.Administered the departmental InterBase 5.0 SQL database server.Provided technical support, technical advice, and personal technical assistance to all users in the department.Recommended software, hardware, and peripherals to the department for large-quantity purchases. Also recommended and procured small-quantity software and peripheral purchases for the department.

Managed the development and maintenance of various Department of State applications for the Bureau of Educational and Cultural Affairs.Managed a large complex project known as the IMS (Integrated Management System) staffed by up to 20 information technology professionals that unified disparate Oracle databases for the Department of State’s Bureau of Educational and Cultural Affairs. This brought ten other software application projects under the umbrella of one centralized database that required extraordinary coordination in order to release each subproject on-time and on-budget with its required dependencies. The project established a common Oracle 10g backend database for critical applications. This also provided management with an integrated location from which to run reports requested by Congress to measure the effectiveness of US public diplomacy around the world.As part of the IMS project, managed the subproject that incorporated BI (Business Intelligence) into the newly-unified centralized database. This allowed mangers at all levels to instantaneously access relevant data via dashboards developed from carefully-gathered requirements. After a thorough analysis, Business Objects was chosen as the vendor for this initiative.Managed a software application project known as Eureka! that was staffed by up to ten information technology staff professionals for the Bureau of Educational and Cultural Affairs under the Department of State that allowed the recording, management, and coordination of the varied citizen exchange programs handled by the Bureau.Developed all supporting documentation, project plans, and project schedules associated with the various projects and subprojects while adhering to Capability Maturity Model Integration (CMMI). Made sure that developers maintained their source code in StarTeam, the department’s source code management system (SCM), while all other documents were stored on SharePoint websites set up for each project.

Managed the maintenance and development of the FDA Center for Biologics Evaluation & Research’s (CBER) numerous Access applications that were tightly integrated with the Oracle 10g backend database. Provided technical and project plan development support for the center.Enhanced the Resource Reporting System Access (RRS Access), which provided reports to CBER from the Oracle Forms-based RRS data-entry application. The report system allowed CBER to analyze Center workload as it related to the various work units it encompasses.Gave support and made user-requested enhancements to various Access applications used at the Center. This included the IMPAC, AANS, and OITSS Tickets systems.Analyzed existing applications to help plan a migratory path out of Microsoft Access and into a Web-based paradigm using Oracle development tools and Business Objects.Repaired problems created when the underlying database tables changed in structure or import functions failed due to unexpected data modifications.Fixed reports and added new ones based on user requirements and needs.Provided technical support for users throughout the center.Developed and assisted in the improvement of project plans for various initiatives. This included creation of the pandemic flu data replication project plan and maintenance of the Oracle 10g migration project plan.

Managed the maintenance and development of several Federal Motor Carrier's Safety Administration's (FMCSA) main websites. This included the FMCSA Main Website (http://www.fmcsa.dot.gov); their safety initiative website Share the Road Safely (http://www.sharetheroadsafely.org); the KnowZone intranet website; and several others.Spearheaded the separation of the presentation layer from the content layer on the main FMCSA website in order to facilitate maintenance of the site. Employed XML, Perl, .Net, Java, and other web technologies to effect this change. The site was efficiently updated by our seven-person development team. Because these technologies were now in place, the site was much easier to update and maintain, plus was ready to be more easily migrated into a Content Management System (CMS).Installed, configured, and maintained Windows 2000 Advanced Server and Windows 2003 Server on development and production computers. This included the configuration of various security settings to enable shares and special port access for various development tasks.Provided support for our team of Web Developers and Web Content Specialists by maintaining and configuring the various development servers. This included administration of the Visual Source Safe (VSS) application. Also managed the Internet Information Servers (IIS) and several development and production computers hosting a range of websites and applications.Managed the FMCSA’s KnowZone Intranet website. This included the daily update of content and conversion of material into Section 508-compliant form.Managed the development, design, and maintenance of several websites and web applications for the FMCSA. Provided critical support for these tasks.Coordinated the development, documentation, and deployment of the ATS (Activity Tracking System), an important internal web-based application designed to track and quantify the various ongoing initiatives at the FMCSA.
