Phoebe Bailey’s career in K-12 education spans more than twenty years. She is currently the Director of Educator Effectiveness in Colorado Springs School District 11 (CSSD11). CSSD11 is in its fourth year of using an electronic evaluation system for certified educators. To the position she brought her experience with the $15 million dollar Teacher Incentive Fund Grant. This has allowed Phoebe to transfer that implementation talent to her previous role and her current role of Director of Educator Effectiveness. Phoebe was recruited by the Deputy Superintendent to support various sites with technical assistance through analysis of data and the development and implementation of strategies that directly affected student achievement, resulting in double-digit gains for targeted sites. She has been a member of various leadership teams where she contributed to site-based building decisions that encompassed curriculum, instruction, professional development, collegial mentoring and support, in addition to many other district initiatives. Her colleagues voted her “Educator of the Year” in 2016. Phoebe received a Bachelor of Science degree in Elementary Education from the University of Illinois at Urbana-Champaign, and a Master of Arts degree in Human Resources Development from Webster University, St. Louis, MO.
