Engr. Pierre Tito Galla, PECE is a professional electronics engineer and multirole manager of over twenty years' experience and is an information and communications technology (ICT) rights, governance, development, and security advocate for more than a decade. He contributed significantly to final texts of Republic Act No. 10844 “Department of Information and Communications Technology (DICT) Act”, Republic Act No. 10929 “Free Internet in Public Places Act”, Republic Act No. 11202 “Mobile Number Portability Act” and other laws enacted and in the legislative pipeline, as well as DICT and National Telecommunications Commission (NTC) memorandum circulars, including Joint MC “Rules and Regulations on the Selection of a New Player in the Public Telecommunications Market” and the “Form A” template used in that "third telco selection process", among others. He has also served as a resource person to various Senate and House of Representatives committees, including Public Services of the Senate, and Information and Communications Technology of the House of Representatives, and in various technical working groups (TWGs) in the legislative and executive branches of government. He is a co-founder and co-convenor of the ICT rights, governance, development, and security advocacy group Democracy.Net.PH.
