Serving as Of Counsel in the Gaming, Tribal Affairs and Gaming, and Tribal Lands and Natural Resources practice groups, my practice focuses on Indian law, tribal renewable energy project development and finance, tribal economic development, and Indian gaming.I assist tribal clients with strategic legal advice on tribal energy policy and planning, renewable energy project development and finance, federal and state energy regulatory, programs, and policy efforts, tribal gaming regulations, gaming-related transactions, litigation, and other business and economic development efforts.

Indian Energy Law

Tribal Environmental and Natural Resource Management: The course emphasizes practical, policy and theoretical tools used by environmental and natural resources professionals who manage compliance, enforcement and policy for Tribal Nations as well as managers and staff at regulatory and natural resources management departments in other governments, industry and consulting who work with Tribal Nations.

Adjunct Professor, Indian Energy Law. This course will familiarize students with the jurisdictional, governance, statutory, regulatory, and legal contracting topics necessary to understand energy development in Indian Country. Tribes have almost 5% of the renewable energy resources and almost 10% of the conventional resources in the country. The ability to develop these resources, so that tribes can directly benefit, requires a good understanding of the multiple jurisdictions and regulatory schemes as well as the various legal contracting mechanisms the energy marketplace requires.

As Acting Director for the Office of Indian Energy Policy and Programs at the U.S. Department of Energy, I was responsible for the day to day management of the Office, including budget formulation and execution, program staff management, and other administrative processes. Primary responsibilities also included developing, implementing, and approving policy and program efforts for the Office, and within the department to achieve the Office's statutory goals and objectives, particularly for the promotion of energy development, electrification, and infrastructure improvement on tribal lands. In addition, I was the key agency official responsible for inter-agency coordination and collaboration on Indian energy development efforts through the White House Council on Native American Affairs Energy Subgroup.

Responsible for developing and implementing national energy policy and programs related to Indian energy development, as well as developing and implementing policy efforts within the Energy Department and federal government to achieve Administration, DOE and Office of Indian Energy policy objectives. Responsible for day to day operations of Office, managing staff and contractors, and overseeing budget formulation and execution

Provided legal advice to the Secretary, Assistant Secretary-Indian Affairs, and other department officials on decisions related to tribes and matters related to federal Indian law and tribal law. Responsible for developing, writing, reviewing legal opinions and positions on agency decisions, federal legislation, regulations, and international matters, including the Department's positions on, among other issues, the UN Declaration on Rights of Indigenous Peoples, Carcieri, HEARTH Act, and leasing regulations.

Of Counsel at Lewis and Roca LLP, in the firm’s Tribal Affairs and Tribal Gaming practice groups. She concentrated her practice in Indian gaming and tribal economic development, where she assisted clients with tribal gaming regulations, gaming-related transactions, litigation, and business and energy development efforts. She also assisted other practice groups on energy development and public finance matters related to tribes and tribal enterprises.

Provided strategic policy advice on government operations, legal issues and the Tribe’s legislative efforts with the federal and state governments to Chairwoman, Vice Chairman, and tribal executives

Responsible for providing legal advice and representation to the Chairwoman, the Tribal Council, and the Tribe’s divisions, departments and enterprises. Responsible for providing day to day legal advice on tribal, federal, and state law issues, drafting tribal ordinances, resolutions and regulations, and negotiating various forms of contracts and agreements, including intergovernmental agreements, federal government contracts, gaming contracts and other vendor contracts. Managed a staff of 8 attorneys and 3 legal assistants.

Served in the DOJ Environment and Natural Resources Division, Indian Resources Section, where my practice included Indian treaty rights, water rights and regulatory litigation. Recipient of the Department’s Service Award for my efforts in the United States v. Michigan treaty rights litigation.
