The Council of State Governments serves all three branches of state government, fostering the exchange of insights and ideas to help state officials shape public policy. As a Research Analyst, I conducted research and published white papers on issues and trends impacting state government and proposing policy options. I focused my research primarily in the area of health care and substance abuse, publishing three white papers (and accompanying articles in State News magazine) on rural methamphetamine production and abuse, prescription drug diversion, and rising healthcare costs in America.I also designed, administered, and analyzed surveys in support of policy areas; provided general support and research on request to our members, including state government officials nationwide from all three branches of government; and assisted our policy team with regional and national conferences and programs, including setting up a panel focused on my publication on the problem of methamphetamine in rural areas.

The University of Kentucky Survey Research Center conducts socially significant research with public policy implications as well as research of theoretical or academic interest. As the Survey Research Supervisor, I administered data collection and served as project manager for all telephone and mail surveys. I also created and maintained an archive of survey data from 1979 to present, and was responsible for hiring, training and supervising 25-30 telephone interviewers and 4-6 shift supervisors.

CDAR conducts research into the biological, psychological, sociopolitical, and clinical aspects of substance abuse and related behavior. As a Study Director, I directed operations for the research grant funded by the U.S. Dept. of Justice, Informal Social Control of Crime in High Drug Use Neighborhoods. In that role, I created and managed databases, oversaw field and telephone data collection, and assisted in writing reports to funding agency.
