Technical Advisor on nuclear weapons and propulsion to the Secretary of Defense. Managed all international agreements, programs and treaties regarding atomic weapons and energy for defense purposes.

Inspected and certified all nuclear powered submarines and aircraft carriers and nuclear training and maintenance facilities to stringent reactor safety and operator proficiency standards in the Pacific Fleet. Subject Matter Expert on nuclear reactor safety and operations to the 4-Star Commander, Pacific Fleet.

Commanding Officer of a 688-class nuclear powered submarine. Managed all aspects of operations, training, logistics and personnel, with ultimate responsibility for mission accomplishment. Led crew of 165 on two major Western Pacific deployments in direct support of national priorities. Responsible for a $2 billion national asset.

Subject Matter Expert to the 4-Star Director, Naval Reactors on policy for management and training of over 10,000 nuclear-field enlisted personnel. Established all rates for recruiting, enlistment bonuses and promotion. Adjudicated all accession waivers requests, student disenrollment and continuation action requests, officer program applications and nuclear-field instructor duty requests.

2nd in Command of nuclear submarine (165 personnel). Directed all operations, training and administration.

Principal Engineer reporting to Squadron Commander responsible for oversight of overseas nuclear ship repair site providing maintenance and logistics support for deployed submarines. Executed ship turnarounds-outages and provided oversight of nuclear repair facility SUBSAFE/Nuclear QMS Program. Managed site infrastructure including power, water treatment, HAZMAT and waste oil, sewage plant, cranes, and port tugs and support boats.

Reporting to the Captain, led Engineering Department (72 personnel) responsible for safe operation and maintenance of nuclear reactor and all submarine support systems. Managed major nuclear submarine reactor overhaul project ($100MM+) including production, schedule, radiological controls and quality assurance. Knowledge and operating experience with nuclear power plant reactor controls instrumentation, chemistry and radiological controls, mechanical systems and power generation and distribution.

Managed global submarine logistics and operations.
