About Paul Massey

I started my General Practice journey in 2009 as Practice Manager for Rock Healthcare, which launched with zero patients and opened later that year. By 2013, I was appointed to the Board of Directors, and Rock achieved notable success, being named the number 1 General Practice in Bury and ranking in the top 2% nationally in the 2014 National General Practice Survey. In 2015, we received an "Outstanding" rating from the CQC.In 2015, I joined Minden Family Practice—Bury's largest GP Practice—as Business Development Partner, while retaining my directorship at Rock Healthcare. In 2016, I helped secure a new practice in Radcliffe, growing my portfolio to five practices covering 27,000 patients—15% of Bury’s population. I also supported the transformation of Bury GP Federation, contributing to borough-wide strategy and leadership.In 2017, I was part of a team that led the UK’s largest GP Practice merger, bringing six high-performing practices together to form Tower Family Healthcare. As the only non-clinical member of the partnership board, I led legal, financial, and business workstreams. After nine months of work, the merger was approved, and Tower was officially formed in 2018, creating a scalable model for primary care in Bury.In 2024, I formally became Managing Partner of Tower Family Healthcare. A review of our organisational structure strengthened service delivery, improved outcomes, and fostered innovation, enabling us to continue delivering exceptional healthcare to our patient population.Beyond Tower, I co-created GPnav, a care navigation tool designed to streamline patient navigation and support General Practice reception teams. GPnav is helping practices across the UK improve efficiency and meet the NHS Capacity and Access indicators. Since its national launch, in August 2024, GPnav has been adopted by multiple practices and is gaining interest from PCNs, Federations, and ICBs.With over a decade of leadership experience in General Practice, I am passionate about driving innovation, improving patient care, and supporting the teams I work with. My focus remains on building sustainable healthcare solutions and creating lasting positive change.
