Provided executive level strategic guidance on all aspects of Refining & Marketing environmental matters. Supported client-companies in remediation, SPCC, tankage, and demolition projects.• Achieved state approval to enroll a $2MM remediation project into the state Voluntary Remediation Program (apply less prescriptive site specific objectives and closure goals).• Implemented aggressive Separate Phase Hydrocarbon Recovery Program.• Provided regulatory guidance on API-653 Tank Inspection Program, ensuring optimum tank inspection scheduling while maintaining compliance.• Assisted in scoping and contracting Refinery Demolition Project.

Managed the environmental program for the Refining & Marketing (R&M) Division. Extensive experience working with Federal and State regulatory agencies. Developed and implemented highly effective regulatory programs. Provided strategic and regulatory advice and guidance to R&M executive management. Managed team of 11 environmental professionals and numerous consultants with operating budget of $2.5M. Team charged with creating Best Practices and compliance management systems. • Maintained 19 Federal and State terminal NPDES wastewater discharge permits: 865 water discharge samples tested in 2013 with 100% compliance. • Successfully implemented 20 Federal and State air permits, including 9 Title V operating permits, for 19 terminals (28.6MM Bbls capacity) & one refinery (70M Bbls/day).• Environmental Advisor for the St. Lucia ISO 14001-2004 Certified Environmental Management System: consistently maintained certification while reducing storage tank VOC emissions 60%.• Oversaw the API-653 aboveground storage tank (AST) inspection program; 100% on-time inspections for 320 AST’s.• Supported the Newark Energy Center (655 megawatt power plant): developed EIS, conducted city/state public meetings, negotiated effective Land Use, NJPDES & PSD/NSR permits. • Negotiated the Port Reading Petroleum Refinery Initiative Consent Decree with the USDOJ, USEPA, and NJDEP: secured flexible emission control options and industry low settlement.• Provided key environmental support during the downstream divestitures (terminals - $850MM & retail stations - $2,600MM): management presentations, due diligence, contract negotiations.• Managed fuels compliance program: renewable fuels blending, RIN value forecasts and tracking, compliance system design and implementation, and regulatory guidance.• Updated DOT PHMSA pipeline compliance program: re-issue O&M manual, revise Operation and Maintenance procedures.

On site manager of the R&M Environmental Compliance Program: Developed and managed the day to day compliance program for a 70M Bbls/day refinery: Title V, NJPDES, SPCC/DPCC, hazardous waste, and AST maintenance. • Implemented the R&M Division emergency spill response program: SPCC/DPCC/FRP Plans, annual Incident Command System training, and 20 table top spill drills per year. • Responded to and oversaw all serious spill responses for R&M operations, including the response program for 1,100 company operated retail stations on the east coast. • Managed the R&M hazardous waste program: averaged over 100,000 tons of waste safely and economically handled annually.

Managed compliance and remediation programs for 43 operating terminals and 900 retail stations.• Developed and implemented procedures for bulk storage terminals and retail stations.• Oversaw Phase I & II assessments, remediation system design, installation, and operation.

Provided direct supervision for the construction of new retail stations and convenience stores.• Managed underground storage tank (UST) removals, upgrades, and installations. • Responsible for the maintenance of 180 retail sites in Florida and 100 retail sites in NYC, NY.
