About Peter "Pooch" Picucci

P.M. “Pooch” Picucci has been a Research Staff Member for the Joint Advanced Warfighting Division at the Institute for Defense Analyses (IDA) for the last fifteen years. Primary work for IDA has focused on the incorporation of human, social, cultural and behavioral factors into the military’s operations, and modeling & simulation (M&S) communities. For the last six years they have been actively engaged in support to Department of Defense efforts related to the ethical, legal, and societal implications surrounding the design, development and usage of AI/ML enhanced systems.Secondary portfolio elements have been wide ranging including Counter Insurgency (COIN) doctrine, warning intelligence, population influence operations, wargaming, biometrics, non-lethal weapon systems, and service personnel diversity management. Dr. Picucci has served as Chair for IDA’s Innovation and Experimentation group and is the principal investigator for support to DARPA on Ethical, Legal, and Societal Implications of AI/ML enhanced and autonomous capabilities.Prior to coming to IDA, Dr. Picucci’s work focused on computer-aided content analysis in the study of Islamic radicalism: applying operational code analysis to the leadership of al-Qaeda and Hamas. While at the University of Kansas they also assisted in the dictionary and coding development of various event data projects including the Integrated Crisis Early Warning System (ICEWS).Dr. Picucci is the author of articles on the challenges of integrating social science methods and, more broadly, socio-cultural knowledge and data into DOD modeling efforts; one of which was nominated for IDA’s 2013 Larry D. Welch Award. He has twice been nominated for the InterService / Industry Training, Simulation and Education Conference (I/ITSEC) Best Tutorial award.

DissertationTerrorism's Operational Code: An Examination of the Belief Systems of al–Qaeda and Hamas.AbstractOperational codes for al–Qaeda & Hamas were derived from computerized content analysis of statements attributed to each. Resulting indices were compared across each organization & to the indices of a group of state leaders. Additional analyses were performed on internal subdivisions & across chronologic statement groupings. These comparisons indicated that the operational code approach provides a valuable means of linking differences in terrorist behavior & motivation to differences in belief systems. It also provides a means for tracking group beliefs over time & for evaluating internal belief system differences. Additionally by comparison of observed operational code values to expected values informed by commonly held assumptions within the field of terrorism studies, the operational code approach provides a means of testing the basic validity of those assumptions.
