Led all aspects of policy development, monitoring and analysis of state regulatory filings, legislation, and other proposals impacting utility operations for this community choice aggregator (CCA)/load serving entity.• Developed advocacy strategy as committee lead for CCA trade association that successfully eliminated business threat for all CCA’s in a CPUC proceeding on retail competition and market design. Analyzed data to assess impact on clean energy goals. Made the case through comments and presentations to CPUC commissioners and advisors. Built support from other stakeholders. • Actively engaged in rate design proceedings, vetted external rate forecasts, managed legal counsel and technical consultants to develop internal forecast, leading to improved clarity and accuracy in financial decisions and lowered customer costs.

Manager, Office of Electricity Delivery & Energy Reliability, Policy 2005 – 2007Spearheaded electric transmission technical assessments, policy analysis, development and implementation. Collaborated with FERC, NERC, ISOs/RTOs, WECC, States, developers, utilities environmental and consumer organizations. Presented information to diverse audiences. • Directed first-of-its-kind analysis of US electricity transmission congestion. Managed $1M project, coordinated 20-member cross-functional team. The report empowered the Secretary of Energy to spur transmission development.Program Manager, Office of Electricity Delivery & Energy Reliability, Microgrid Program 2004 – 2005Managed a $2 million multi-year research and development (R&D) program for microgrid technology. Coordinated with CEC and NYSERDA to leverage funding and coordinated R&D efforts. Provided technical project direction as member of Berkeley National Lab’s CERTS Microgrid Technical Advisory Committee. Coordinated with NREL on IEEE Microgrid interconnection standards.• Worked collaboratively with OEMs, utilities, academic institutions, National Laboratories and others to develop and implement a technology roadmap for commercialization. Identified technical, economic and regulatory barriers.

Accepted to the Federal Government’s 2-year leadership development program consisting of 6-month rotations in various government offices and professional development training.• Senate Energy & Natural Resources Committee: analyzed and lead technical assessments of proposednational renewable portfolio standards; presented the results to the minority leader & drafted floor speeches.• Executive Office of the President, Office of Management and Budget, Energy Branch: assessed the$1.5 billion budget of DOE’s Offices of Energy Efficiency and Renewable Energy and Fossil Energy.• EIA: recommended data quality control measures and enhancements to EIA’s forms based on assessment of industry trends resulting in expedited processes, cost-savings and industry surveys that better reflected the market.
