Porter Arneill received a BFA from the University of Colorado and an MFA from the Massachusetts College of Art in Boston. After graduate school, he created and exhibited his own work while serving as a project manager for other artists implementing public art projects in the US, Europe, and China. In 1993, Porter embraced his skills as a project manager and administrator and joined the ranks of "accidental arts administrator."​ Since then, he has served as the Director of Education and adjunct curator at Laumeier Sculpture Park and Museum and as the Director of Public Art and Education for the Regional Arts Commission, both in St. Louis. In 2002, he was hired as the Director and Public Art Administrator for the Kansas City, Missouri Municipal Art Commission. In this role, he oversaw the city's nationally recognized public art program and help develop a range of art-related partnership programs including Art in the Loop, Avenue of the Arts, and MAPIT - Mural Arts Program Inspiring Transformation. Porter has served on several local arts-related boards, consulted with various municipalities and organizations on public art-related programming, and served as an elected member and co-vice chair of the Americans for the Arts/Public Art Network Council from 2005-2010.
Additionally, Porter served as the staff liaison and coordinator for the Mayor’s Task Force for the Arts in Kansas City; a two-year community engagement and cultural planning project that resulted in the KCMO Arts Convergence report.In May, 2015, Porter was selected to serve as the Director of Arts and Culture for the City of Lawrence, Kansas. In 2017, Porter was named Communications & Creative Resources Director and expanded his responsibilities to include city communications and community engagement. In 2023 he returned to focus on civic arts and culture for Lawrence.
