Appointed as guarantee officer for 6 vessels built in Japan.

Responsibilities included assuring quality delivery of crude oil and products throughout a multi-state pipeline system from gathering lines in Elk Hills, crude oil pipelines from Santa Barbara Channel, to many product lines in greater Southern California and a Trans-pipeline from Long Beach to Texas. Responsible for compliance with all State, Federal and Regional Regulations including DOT Pipeline regulations and hydro tests (FERC), NFPA Firefighting equipment, environmental compliance for 2 tank farms and marine terminals. Responsible for 8" to 42" diameter pipeline system operation, maintenance and improvements. Designed and constructed manifold changes, pig launchers/receivers, pumps and driver upgrades and control room improvements. Worked with Land Department to re-route pipelines as necessary.

Energy, Power & Utility Section -Surveyed and arranged purchase of a Dedicated Vessel for the Contingency Cleanup organization Clean Seas, Santa Barbara Channel. Conducted on-site survey and reported back to DOE on several storage, terminal and pipeline options for the Strategic Petroleum Reserve.
