The task includes:• Technical support to cities during preparation of DPRs like redoing design calculations, bill of quantities and/collecting the required basic data, if need arises• Technical support in the conceptual design of municipal solid waste management system from collection to disposal and also in the evaluation of existing design options• Support for designing tailored PPP model (contractual design and evaluation) and support for preparation of tender documents including preparation of RFP, RFQ and concessionaire agreements for ULB. Advice on legal issues related to the documents• Technical support for financial sustainability of the Municipal Corporations including support in matters related to gap funding, O&M aspects, user charges and mandatory reforms• Guidance of municipal corporation during preparation of EIA/other clearances for waste treatment and disposal facilities etc

Preliminary Assessment of Waste to Energy potential in selected Urban Local Bodies in IndiaThe waste management sector contributes to the anthropogenic greenhouse effect primarily through the emissions of Carbon dioxide (CO2), Methane (CH4) and Nitrous oxide (NO2) %. Within the framework of the “International Climate Initiative” of the Federal Ministry of Environment, Nature Conservation and Nuclear Safety of Germany, GIZ is supporting an innovative „Waste to Energy” project. The cities evaluated are Jammu, Coimbatore, Kurnool, Hubli, Bangalore and KannurThe tasks include:• Screening of potential cities based on interest, availability of MSW and septage quantity• Availability of land, willingness to adopt the technology and sustain their operation• Prepare a feasibility study and rank the cities in the order of sustainability

Key Organizational Responsibilities:• Objective of the project-Resource and Climate Protection through Integrated Waste Management Projects in Emerging Economies and Developing Countries-India• Selection of 2-3 cities/areas Bangalore, Bhopal and Haridwar) for project participation based on pre-defined criteria. • Compilation of local data and information on Solid Waste Management (SWM) for the selected cities, including formal and informal activities, notably waste generated, its composition and treatment, recycling markets, key policies and programs. • Identification of a baseline and proposal of two optimization scenarios for SWM and Greenhouse Gas (GHG) mitigation, which are discussed with the stakeholders. • Adaptation of the GHG balancing/model for each of the selected cities. • Calculation and comparison of the GHG balance baseline with the SWM scenarios for each of the cities, and presentation of results and conclusions. • General recommendations for climate-optimized SWM planning and project conception (e.g. NAMAs).
