Project manager and lead technical reviewer for environmental projects. With experience in east, mid- and west coast geographies, Ms. Panzino has managed of all aspects of CERCLA and RCRA projects, including remedy optimization and minimizing the cost of long term management. Technical expertise includes in-situ and ex-situ remediation of chlorinated solvents, chromium, copper, lead, and arsenic and other anthropogenic compounds in groundwater. She has extensive experience with both in-situ injection of redox based amendments and above-ground unit-based technologies such as ion exchange, air-stripping, and granular activated carbon. Designed many bench- pilot- and full-scale treatability tests and completed subsequent full-scale implementation and optimization of groundwater and soil treatment. Strengths include management of large multi-discipline project teams, and development of strategy in a multi-stakeholder environment to reach closure objectives.

Technical lead for pilot and full-scale implementation of enhanced in situ technologies for treatment of metals and volatile organic compounds in groundwater at military bases. Remediation technologies for groundwater remediation included surfactant flushing, in-situ reductive dechlorination, chemical oxidation and reduction (persulfate, permanganate, and ferrous sulfate), and in-situ bioreactor treatment of acid mine drainage. Member of internal risk review committee for use of injection technologies. Provided remediation engineering services for overseas projects (Australia, Brazil, China, and Taiwan).

Project manager and remediation design engineer for treatment of PCE, TCE, MTBE, depleted uranium, and nitrates in groundwater. Designed and implemented treatability studies, pilot tests, and full-scale remediation programs for in-situ remediation using chemical amendments and zero-valent iron followed by monitored natural attenuation. Performed assessments of ongoing monitored natural attenuation of VOCs and metals in groundwater and soil.

Served as a field geologist and a remediation engineer depending on the needs of the project. Ms. Chang completed many field data collection activities that included WestBay well, low flow, and three volume purge groundwater sampling, grab and hydropunch soil sampling, remediation construction oversight, and geotechnical data collection. Experience with many different types of drilling methods including air and mud rotary, hollow stem augur, and direct push drilling for both geotechnical and environmental data collection. As a remediation project engineer I was involved with the conceptual design and implementation of many remediation projects involving the treatment of soil and groundwater contaminated with VOC, chromium, arsenic, and PCB's.
