Created network plans for several major grant proposals, including $2.3 mil and $5 mil budget for the multi-year National Science Foundation (NSF) sponsored international networking projects Taj and GLORIAD.Supervised student assistants (up to 5) working on a variety of software and hardware related projects.Designed and implemented a next-gen fiber-optic network connecting 4 continents and passing traffic for over 6 mil unique IP addresses.Frequently led meetings with Top Level officials representing an International Team of experts from US, China, Korea, Russia, Singapore, India, Egypt, Canada, Nordic countries and the Netherlands.Member of the Joint Engineering Team (JET), a part of National Coordination Office (NCO), including participants from federal agencies, such as DHS, DOC, DOD, DOE, DOT, HHS, NASA, and NSF, with programs and/or an interest in networking research and networking to support science applications.

Conceived, developed and implemented University of Tennessee’s Network Operations Center.Designed and helped deploy an open source network monitoring infrastructure managing over 3000 network devices. Supervised several Graduate Assistants providing support to network operations, including field work, monitoring and software development.Lead meetings with several CIOs from the University of Tennessee, Tennessee Board of Regents, Tennessee Department of Economic and Community Development, and E-911 services resulting in a proposal for a $28 mil project to create a state-wide fiber optic network connecting over 25 university campuses and state government entities with Tier 1 collocation facilities in the south-eastern US, as well as other regional entities and networks.Designed and implemented a project to connect the University of Tennessee’s Petascale Supercomputing facility ($65mil NSF funded project in 2007) to the national Research and Education networks. Supercomputer was rated the fastest academic Supercomputer in the world in 2010.Worked with the State K-12 system, the University of Tennessee, Vanderbilt University and the University of Memphis, allowing 1 million Tennessee K-12 students to connect to high-speed/high-performance national research network Internet2 through the sponsored participation program (SEGP).Prepared bids, negotiated and evaluated contracts and implemented solutions with Force10 Networks, Ciena, Qwest, AT&T, Cogent Communications, and collocation facilities in Atlanta and Chicago, with the total cost of over $1.5 mil.While working on special projects, had 2-3 hour weekly access to University of Tennessee System (state-side) CIO, overseeing IT departments with over 300 employees.Implemented the first campus-wide Power–over-Ethernet Wireless LAN deployment (2001-2003), covering over 2 mil sq ft with over 1200 access points. Was able to incorporate further optimizations and reduce the original $2.3 mil budget by $400k.
