Responsible for the overall management of the Public Works Department Engineering Division. The Division is responsible for capital improvement projects to improve City streets, sewers, water mains, storm drains, pump stations, traffic signals and City buildings including parking structures/lots, various park fields and facilities as well as other City owned assets. Unique to this fabulous beach city, the Engineering Division also undertakes capital improvement projects along the Strand, miles of walk streets leading to the beach, the State owned Pier and the County owned bike trail. The Engineering Division also manages and inspects all development and utility related work activities in the public rights-of-way. In addition, the Division is asked from time to time to coordinate and provide oversight of utility undergrounding work including design, construction, assessments and Proposition 218 balloting.

Overall management and implementation of the City’s annual capital improvement program (CIP) which at its most active point had an annual budget of almost $180 Million. As the CIP Manager, provide overall oversight of the design and construction of many complex City facilities such as new fire stations, building remodels, construction of a veteran’s memorial and countless numbers of street improvement projects including freeway interchange projects. Projects vary in complexity to include installation of electric utility ducts and structures, undergrounding of overhead communication utilities, gas, water, sanitary sewer and storm drain pipe installations, traffic signals, signing/striping and ITS interconnect systems, street lights, bridges, bikeways and various pavement rehabilitations. Manage the real property program for the City in acquisition and sale of public property. Program Manager for the City's Solid Waste and Recycling Program including coordination of the City's franchise waste hauler, Waste Management. Representation at the Western Riverside Council of Governments (WRCOG) and Riverside County Transportation Commission (RCTC) Public Works (Directors’) Technical Advisory Committees as well as presentations at City Council, Planning Commissioners, civic and non-profit organizations and project outreach meetings.Experienced in extensive Land Development related activities and at the peak of development times responsible for close to 60 city and contract staff employees with a total operating budget of approximately $5.5 Million. Responsibilities include reviewing all development projects on behalf of the Public Works Department and attending Planning Commission meetings.

Functioned as project manager on some very complex street, water, sewer and traffic signal interconnect projects along Rodeo Drive, Beverly Drive, Wilshire Boulevard, Santa Monica Boulevard and Sunset Boulevard. Two of the highest profiled projects that I managed in this world class City is the upgrading and interconnect of 22 traffic signals in and around the Wilshire Boulevard corridor funded by a grant from Metropolitan Transportation Authority and the replacement of approximately 10,000 old water meters to the automated read type. This water meter replacement project involved significant coordination with every business and residential water customer in a city where the populace has always been very demanding with very high expectations. In the land development arena, I was also involved in reviewing new development applications and substantial tenant improvement projects in terms of impacts to the public infrastructure and rights-of-way on behalf of the Public Works Department. One of the most high profiled development projects was the construction of the new Universal Studios Corporate Office.
