Serve as the county's senior technical resource on organizational performance measurement, benchmarking, public performance reporting, and organizational performance reviews. Support senior leaders and subject matter experts in the development and analysis of organizational performance metrics to advance King County’s goal of being the best-run government. Implement the county’s performance management system with both visual management and dashboard development. Lead countywide benchmarking projects such as the STAR Community sustainability rating. Improve the use and integration of performance measures in the biennial budget process.Specific duties include:• Lead the redesign, development, and ongoing management of public performance reporting for the King County Strategic Plan, including the vision for presentation and narrative. • Engage in building a culture of performance improvement through processes, strong professional relationships, and the use of performance measurement and management approaches including facilitating discussions with executive leadership and County agencies to align measurement and operational and strategic performance. • Collaborate with King County Information Technology to support the use of business intelligence and data visualization tools to support ongoing performance analysis and reporting. • Provide leadership and best practices on data visualization, performance measurement, and monitoring strategy execution. • Provide regular training to King County employees on performance measurement concepts and practices to support their work.

Oversee Thrive grant‐making and grant management functions of over $10M annually and facilitate collaborative development of key new ideas in the field of early learning. Responsibilities include grant‐making, spearheading comprehensive knowledge‐building of the field’s successes and challenges, and highly collaborative design of possible solutions connected to community work. Provide rigorous administration of Washington’s home visiting and community momentum grant strategies.Key areas of focus include:• Oversee, sustain and refine Thrive’s grants management system• Research, collaborate and launch innovative, intentional grant‐making programs • Launch high‐potential pilots, ensuring rigorous evaluation, and assessing for scale potential• Lead rigorous evaluation and data system development • Partner with fund development, communications and finance teams on emerging opportunities

Provided executive leadership in the areas of budget management, strategic planning, human resources, and development of new initiatives related to diversity and equity in STEM. Managed a portfolio of large-scale evaluation projects. Served on research team for the Project to Assess Climate in Engineering (PACE) and as co-principal investigator of a research study to investigate issues pertaining to low-income students. Documented performance outcomes and make strategic recommendations to project leadership, identifying areas for formative improvements as well as summative data to measure program outcomes. My critical area of focus was leading large-scale evaluation/evaluative research projects: • Served as program evaluator of numerous federally-funded, multi-million dollar programs designed to promote diversity in STEM education and workforce.• Designed programmatic theory of change models, identify critical performance metrics, and implement multi-method evaluations. Methods included extensive survey design (paper/pencil and online), use of large data sets (institutional data from multiple universities), focus groups, interviews, critical observation, needs assessment, and stakeholder analysis. • Worked with UW Institutional Review Board to fulfill human subjects research requirements and reporting.• Developed streamlined and effective data collection processes to create efficiencies in analysis and reporting.• Generated and presented analytic assessment reports and findings to federal sponsors, university leadership, community stakeholders, and project administration. Provide concise and timely recommendations to organizational leadership in support of policy decisions and development. I also developed new initiatives for CWD with a successful track record in raising over $2 million from funding sources and repeat clients.
