Director, Installation Personnel Administration Center Directed a staff of human resource professional, comprised of 11 sub-agencies, and a major headquarters totaling 140 military officers, senior enlisted, and Department of the Navy Civilians, in the development and management of organizational strategies to deliver Human Resource support and programs (FMLA, ADA, EEO) globally for approximately 59,000 personnel located in Continental US, Iraq, Afghanistan, Africa, and Southeast Asia.• Introduced a highly successful performance management, risk and rewards programs, to correspond with the learning management system; success of programs evidenced by increase of process efficiency within the first 60 days. • Championed effective workforce plans, to maintain the maximum manning levels to ensure minimal personnel gaps during the Marine Corps wide staffing shortages supporting Global War on Terrorism. Successfully led a Lean Six Sigma team to transform the travel and orders process, creating efficiencies savings in man hours, and a major impact in cost controls. • Led successful cultural merger following combinations of military and civilian personnel relocating from other agencies in the Midwest region resulting in seamless administrative services, which had minimal impact on customer support.

Responsible for the maintenance, training, and implementation of human resource information systems for 197 sites and over 40,000 personnel directly supporting the Marine Corps’ Corporate Human Capital Management Strategies. Supervised 12 multi-level IT professionals while managing a training budget in excess of 100K. Accountable for strategy, human resources, Information Technology, and operations.Established initiatives to ensure the successful migration of data from legacy systems to state-of-the-art, web-based technologies, resulting in an 10% reduction in Marine Corps support for the applications over a period of two fiscal years.Initiated Business Process Improvement (BPI) strategies, resulting in the fewest system reporting errors within the Department of Defense while simultaneously reducing maintenance costs by more than 30% annually.Key role in the reengineering of the Marine Corps Wounded-In-Action operations process, creating a seamless transition from field to home for injured Marines. Efforts resulted in a streamlined procedure, decreasing the processing time from six to two weeks, positively impacting the morale and welfare of injured Marines and their families.
