EBRD funded European Western Balkans Joint Fund: Energy Efficiency Framework - Policy Dialogue. Developed the following outputs: Technical part of the Rulebook on the minimum technical criteria and methodology for the public procurement of energy efficient products in Montenegro and Guidelines for its application. Providing training in the Practical Guide to contract procedures for EU external action (PRAG)

The EuropeAid Project “Technical Assistance to the Transport Sector, Montenegro” (EUROPEAID/127318/C/SER/ME-Re-launch) is being carried by NTU–International ApS, in consortium with Swedavia AB, and Swedish National Road Consulting AB (SweRoad). The project consists of providing technical assistance to the Ministry of Transport of Montenegro, for improving the capacity of the road, railway and civil aviation administrations. It will be implemented through the harmonization of transport-related legislation, assistance to the Project Implementation Units (roads and railway infrastructure) and establishment of institutional and operational procedures for the Civil Aviation Administration.Assessed capacity of the Railway Infrastructure of Montenegro (ZICG) related to implementation of the projects financed by the International Financing and Donors Institutions (IFs) and prepared Project Implementation Unit (PIU) Organisational Structure Proposal which included PIU arrangement, rules, procedures, and job specifications, as well as an indication of necessary qualifications and training needs and further development needs of the PIU.Provided on-the-job training and coaching (EIB and PRAG procurement rules) to assist ŽICG PIU staff in needed actions in connection with projects undertaken with EU/IFI funding.Prepared tender documents and provided procurement related technical assistance during procurement process for: Development of the Main Design for rehabilitation of 16 Steel Bridges on the railway line Vrbnica-Bar, and Provision of the Technical Control of the Main Design, financed by a European Investment Bank Loan.

The EuropeAid Project “Technical Assistance for implementation of the Energy Community Treaty” in Montenegro with Identification Number EuropeAid/127913/C/SER/ME, is being carried out by EXERGIA S.A., in collaboration with KANTOR Management Consultants and MERCADOS Energy Markets International S.A. The overall objective of the project is to assist in developing and implementing energy sector policies that will ensure the implementation of commitments under the Energy Community Treaty, including the implementation of the liberalized regional energy market. The expert will:Perform screening of the legislation, regulations and current practices related to procurements in the broader public sector incl. Local Self Governments and public and municipality companies and agencies in relation to the requirements of the LoEE, the DECISION No 20101021MC-EnC of 24 September 2010 OF THE MINISTERIAL COUNCIL OF THE ENERGY COMMUNITY on the implementation of certain Directives on Energy Efficiency: Directive 2006/32/EC on energy end-use efficiency and energy services, 2010/31/EU on the energy performance of buildings, 2010/30/EU on the indication by labeling and standard product information of the consumption of energy and other resources by energy-related products, 2009/125/EC establishing a framework for the setting of ecodesign requirements for energy-related products etc.Collect information requested by the ESCO non-key expert and be available to collaborate with him/her and provide relevant copies of materials, written comments and other information. This information, besides legislative/regulatory issues, may refer to other ESCO related issues, such as loan financing by public institutions, etc. as well as comments on applicability of different financing models in Montenegro and the prerequisites for this.

Further Development and Strengthening of the Public Procurement System in Montenegro/Service Contract with identification number EuropeAid/126525/C/SER/ME carried out by Planet S.A. in cooperation with BiP Solutions and Crown Agents. The main Beneficiary of the Project is the Public Procurement Directorate (PPD), together with its partners, the Commission for Control of Public Procurement Procedures (PPC) and the Ministry of Finance of Montenegro.Provided technical assistance in preparing the Training Needs Analysis based on formal and informal discussions and meetings held with representatives of relevant institutions, as well as responses to the questionnaire received from the different types of Contracting Authorities specifying a need for training in Public Procurement.Worked on the Draft Curriculum for the intended Training Programme incorporating National Public Procurement Law and its attaching secondary legislation, EU Directives, methodologies employed by the PPD and PPC, and the best procurement practices of the EU Member States. Involved in organizing training delivered to the representatives of the Contracting Authorities and Economic Operators throughout the country, the high level Conference (Improving the Public Procurement Process in Montenegro: Roles and responsibilities of the key institutions – Ministry of Finance, Public Procurement Directorate, Commission for Control of Public Procurement Procedures, State Audit Institution and the Administrative Court) and Workshops (Workshop for Judges from the Administrative Court and Workshop with Auditors from State Audit Institution).Assisted with preparation of the Training Strategy for Professional Training in Public Procurement in Montenegro, which regulates professional qualification and re-qualification in the procurement field according to Montenegrin Law on Adult Education and the European and National Qualification Framework.

Technical Assistance to the Ministry of Economy and Electricity Utility Project with identification number EAR/02/MTG01/02/002 carried out by IPA Energy Consulting consortium. The Project involved technical assistance to the Project Implementation Unit (PIU) established for implementation of the Power Sector Reconstruction Project financed through an EIB loan in the amount of EUR 10m.Procurement of contracts financed by the loan was conducted through the EIB Guide to procurement using the World Bank and EBRD Standard Bidding Documents: - Procurement of Turbine Governor for Perucica Hydroelectric Power Plant (HPP);- Procurement of Turbine Runner for Perucica HPP; - Procurement of Trash-rack and Trash-rack Cleaning Machine for Perucica HPP;- Reconstruction of Electromechanical Equipment for Piva HPP;- Procurement of Transmission Equipment (Power Transformers, Switching Equipment and Instrument Transformers).The European Agency for Reconstruction (EAR) donated Power System Analysis Software with associated Training was procured in accordance with the Practical Guide to Contract procedures for EC external actions (PRAG).Support to IPA Consultants (liaison meetings with the EPCG management, visits to HPPs and Transmission/Distribution Substations).

Assistance in review and final formulation of the project documentation such as bills of quantities, project drawings, specifications, project feasibility analysis etc. submitted by the MISP participating municipalities. Projects in the range of $150,000 – $500,000 located in seven municipalities across the country (3 projects per municipality) were procured through FIDIC-based contracts (Red Book).Participation in the procurement process as evaluation committee member in accordance with the 2001 Montenegro Public Procurement Law (pre-qualification, preparation of the technical part of bid documentation, pre-bid conferences, bid opening, bid evaluation, contract award).Direct participation in the construction supervision, including reporting, training of local construction supervisors, monitoring of construction activities and reviewing claims for additional work, assisting with dispute resolution among MISP participating municipalities and contractors, measuring of work-in-place, monitoring contractors adherence to the schedule and contract interpretation as necessary for the following (Red Book) FIDIC-based contracts:- Upgrade of the sidewalk in the Narodne Omladine Street, Niksic;- Upgrade of the city block located between the Narodne Omladine Street and Alekse Backovica pedestrian mall, Niksic;- Upgrade of the central city park, NIksic;- Upgrade of the Well-Field “Lisna Bori” System, Ulcinj;- Upgrade of the Sewage System, Berane.Assisting with dispute resolution among MISP participating municipalities and the contractors, measuring of work-in-place, monitoring contractors’ adherence to the schedule and contract interpretation as necessary. Participation in the development of MISP training curriculum for the Construction Administration Training Seminar.

Assessed the needs of coal, extra light heating oil and firewood in order to establish optimal delivery conditions for continual heating in the several collective centers (occupied by the internally displaced persons IDPs) located in the central and northern Montenegro municipalities during the winter season 2001/2002.Collected all necessary information in order to develop appropriate procurement strategy and quality procurement and fuel distribution plan. Determined the scope (quantity), quality requirements, time aspects of the delivery of fuel, conducted market study for the purpose of determining the scope for competition including the existence of suitable suppliers or contractors, communicated with the potential supplier in order to select the most qualified ones and the most economically advantageous offers.Prepared the consumption plan, detailed distribution schedules, organized and supervised the supply, followed up distributions, reported in detail on the distribution, quantity, quality of supplies and weakly monitoring of the fuel consumption.

Performed quality and/or quantity control of liquid fuel (heavy fuel oil, extra light heating oil and gasoline), coal and natural gas.Prepared the fuel consumption plans, detailed distribution schedules, organized and supervised the supply, followed up distributions. Monitored and reported in detail on the distribution (quality and quantity of supplies), consumption and reserves on the daily and monthly basis.

Supervised distribution and subsequently monitored incorporation of the construction material intended for reconstruction of the IDP’s houses (located in the northern Montenegro municipalities). Interviewed mayors and other representatives of the northern Montenegro municipalities, public utilities, schools, hospitals, health centers, agriculture collectivities etc. in order to assess actions needed to improve their performance. The results of the survey (specification of the proposed civil works, maintenance machinery devices and appliances, central heating boilers, agricultural machinery devices and appliances etc.) was used for inclusion in the subsequent project proposals.

Monitored and reported in detail on the distribution (quality and quantity of supplies), consumption and reserves on the daily, monthly and yearly basis.
