The study looks into the unspent funds of the labour welfare boards across the country collected under the BOCW scheme.● Snowballing to identify respondents (active or retired) – workers, officials, bureaucrats, activists, litigants, lawyers, contractors, politicians and other relevant stakeholders connected with the cess fund examined.● Taking interviews (wherever possible audio records) of respondents identified in the project and identifying sections from audio records for transcription and translation.● Taking field notes containing relevant observations from visits to government offices, board offices, and work sites relevant to the welfare boards.
