From 1997 till date, I have been involved in historical research both at the Federal and State levels of governance in Nigeria on the issues of budget and budgeting covering the period, 1939-2010. My researches have raised and answered questions many of which have been published in learned journals both in Nigeria and abroad, on why huge gaps existed especially from 1966 to 1996 between revenues generated by governments in the Nigerian Federation and the failure of development in the critical areas of infrastructure and social welfare. I am convinced that the public budget being a “trilogy” in the fields of economics, politics and law, simultaneously, should be the fundamental economic instrument for delivering public goods by the government to the governed and a legal instrument upon which citizens may demand service and accountability from their rulers. Thus, working from my backgrounds of training in economic history and law, my research efforts have focused on the periods 1939-1999, detailing the workings and pitfalls of the budget and measuring their impact on Nigeria’s development trajectory from the Second World War to the last years of Military rule in the country. I have successfully interrogated the question of why there were disconnections between the advertised expenditure intentions contained in federal budgets and the abysmal level of economic development of Nigeria since her independence in 1960. This has led to the production of a PhD thesis which unearths serious flaws in resource generation and application and suggests ways of blocking them. The thesis has been well-received both by the University of Lagos and the National Universities Commission (in 2008 and 2012 respectively), as profound in helping to broaden the frontiers of knowledge, and in opening new epistemological perspectives in Nigeria’s financial historiography in the last century. Both institutions have awarded prizes for the effort.
