The research concluded that the FSSI was detrimental for small businesses, jobs, and the U.S. Economy. Bornstein & Song developed this website as an informational tool: (1) to alert the federal government and the federal contracting community of the dangers of the FSSI in its present form and (2) in response to the federal government’s decision to implement and make mandatory the FSSI for annual federal government procurement of $500+ billion. The FSSI decision was clearly defined in the December 5, 2012 Office of Management & Budget (OMB) on Strategic Sourcing - “Memorandum for the Heads of Executive Departments and Agencies - Improving Acquisition through Strategic Sourcing”.

Received the support of Sen. Jacqueline Y. Collins, Chair of the Financial Institutions Committee, to sponsor Bornstein & Song Small Business legislation in SB3068 (2010) and SB 0015 (2011) which represents an RNID. In 2010, the legislation passed the Senate 50-0-0, and was re-introduced in 2011 as SB0015 in 2011. SB3068 was selected for the Illinois Senate Democrats Agenda to Grow Jobs and Strengthen Illinois' Economy. New Jersey: Bornstein & Song Small Business legislation, S1885 (A3243) for the NID and S1881 (A2681) for the RNID. On September 26, 2011, S1885 passed the NJ Senate by vote of 34-1. Missouri: Bornstein & Song Small Business legislation,HB2381 (2010) was sponsored by Rep. Mike Cunningham, Chair of the Committee on Financial Institutions, where it passed by a vote of 12-0-0. This bill is a version of the NID. Maryland: Bornstein & Song Small Business legislation,HB7 (2010) was sponsored by Delegate Derek E. Davis, Chair of Economic Matters Committee. California: Testified on May 5, 2009 and October 19, 2009 before the California State Assembly Committee on Jobs, Economic Development, and The Economy. The Committee included the Bornstein & Song Small Business Research proposed legislation for an RNID, which addresses access to capital, in their recommendations for EZ legislation.
