The teams are migrating these financial applications from Angular JS to React JS. Responsibilities: Agile Coaching, Facilitation of all Agile ceremonies, Status Reporting of Team Progress and Financials to Morgan Stanley and E*Trade executives weekly. Achievements: Ensured that teams reached their Agile maturity within three sprints; Agile efficiency enabled the teams to complete the project four months ahead of schedule. For this leading investment firm: Role: Mr. Simmons was an Agile Project Manager, Agile Coach, Scrum Master and Financial Analyst. Summary: Coached 18 teams with a total of 108 FTEs and contractors, managed a $28 million budget, and managed 18 direct reports. Program Goals: Create and maintain over 80 financial applications supporting the investment mutual fund industry. Coaching. Transformed 18 teams in the Global Investment Management Services (GIMS) Section from Waterfall to Agile Scrum. Coaching included training sessions, small workshops, 1:1 sessions. Also wrote a weekly blog on the progress of each team. Scrum Master. Was the scrum master for the I3 Team, which does financial database design and maintenance. Facilitated in all Scrum ceremonies and coached the team to continually improve. Chief achievement: Within 2 sprints brought the team’s commit/complete metric from 86% to 100% and sustained this new level of efficiency. Finance. Managed $16 million for GIMS until 2018 when it merged with another section increasing the total budget to $28 million. For this leader in the entertainment sector:  Role: Mr. Simmons was the Scrum Master and Project Manager for two projects: Voice Relevance Engine for Xfinity (VREX) and Deep Metadata (DMD). The VREX team consisted of 25 engineers, and the DMD team consisted of 12 engineers. These two projects are known in the cable TV industry as Xfinity Voice. Project Goal: To continue to refine and improve Xfinity Voice — a technology that enabled Apple to create Siri and Amazon to create Alexa. Responsibilities: For Scrum: daily standups, sprint planning, demos, retrospectives, product owner coordination, backlog refinement, release planning, coaching. For project management: project plan preparation and updates, work breakdown structures, managing daily releases to set-top boxes (STBS) supporting television programs, and managing the delivery of major version releases.  Achievements: The Team initially consisted of 40 members, which far exceeds the 5-9 Agile team size recommendation. While the team invented Xfinity voice, which was a remarkable achievement, it was clear that they could accomplish more by splitting the team. Because teams are self-organizing and self-managing, Mr. Simmons encouraged them to analyze logically the best way to reorganize. The team divided up into several teams and as a result, the teams reached maturity within three sprints, and productivity increased more than 100%.

For this leading engineering company: Role: Mr. Simmons served as the Scrum Master of the team at HP that maintains and develops new functionality for the United States Postal Services (USPS) website (http://www.usps.com) – a website that produces $20 million in revenue per day. Project Goal: Create Remote Proofing and In-Person Proofing (IPP) applications for USPS. The Proofing Systems protect USPS customers who have accounts on USPS.COM from fraud. Responsibilities: Agile Training and Coaching, Facilitating all Agile ceremonies, Reporting of Metrics and Status to HP and USPS executives weekly, monthly, and quarterly. Achievements: Transformed the USPS website team from Waterfall to Agile Scrum. For this Government contractor: Role: Mr. Simmons initially served as the software architect and development team lead to design the Oversee Systems Protection System (OSP) for the Federal Aviation Administration (FAA). The OSP system ensures that the aviation industry adheres to FAA safety regulations. Mr. Simmons created the architecture and a prototype for the FAA, and after three months, he onboarded a team of nine engineers to develop the OSP. Mr. Simmons’ role changed from the development lead to the Scrum Master and Project Manager.  Project Goal: To migrate decades of regional aviation safety violations into a single, new national data store. Responsibilities: As the data architect, designed a data warehouse to migrate decades of aviation safety violations. Included a flat table for data cleansing and a new 30 table relational schema. Created all ETL to migrate the data from Excel spreadsheets to the staging database, where it was reviewed and approved by the FAA for porting into the new relational database. Created a prototype front-end UI for the FAA to review the data, perform searching, and create high-level roll-up reports. As project manager, managed the budget for the OSP project, and performed business development with the FAA to generate new business. As Scrum Master, provided Agile Training and Coaching to the FAA, facilitated all Agile ceremonies, Reported Metrics and status to the FAA weekly, monthly, and quarterly. Achievements: Created the architecture for the OSP project; onboarded the team to develop the system; introduced Agile to the FAA; managed the OSP budget; generated $5 million in new business with the FAA. Project Toolset: C#, MS SQL Server

For this Government contractor:● Role: Architect to design and develop a new back-office system for the State Department. Once the architecture was completed, a team of 15 engineers worked on the development of the Consular Shared Tables (CST) for Consular Affairs of the State Department. The CST system is the back-office system used at all US embassies throughout the world.● Project Goal: To design a new back-office system and a new Point of Sale (POS) system for all US embassies. ● Responsibilities: Designed the architecture for the CST using C# and Oracle; led a team of 15 developers to create the new system; and taught the team C#.● Achievements: Using Agile Scrum, the team completed the CST ahead of schedule. Today, this new back-office system is in every US embassy in the world. In addition to the CST, was assigned the task of creating a new evacuation software system that could quickly and effectively create a manifest of people evacuating a place under siege. Designed and developed a system in C# called EVACS that can process up to 50 individuals per minute by swiping their passports using a laptop. ● Project Toolset: C#, Oracle

For this leader in medical research:● Role: Designed the architecture for a new data warehouse for clinical research and led a team of 30 engineers, nurses, and physicians in its development. ● Project Goal: Create a new data warehouse to replace the legacy Medical Information System (MIS). This modernization was part of a portfolio effort called the Clinical Research Information System (CRIS) to migrate 50 years of clinical data to the new structure. Responsible for managing the project’s budget.● Responsibilities: Designed a new 80-table schema for the new data warehouse. Wrote documentation detailing the mapping of the data from the old database to the new data warehouse. Once the new data warehouse was completed, developed the ETL to automatically migrate data from the operational database to the data warehouse daily.● Achievements: Over a six-year period, 50 years of clinical research data was migrated into the new data warehouse, which is scheduled to be used for thirty years. Mr. Simmons developed a product that analyzes the performance of radome antenna transmission for Microwave Instrumentation Technologies, a leader in antenna measurement systems. The primary purpose of the product is to compare radome-on and radome-off antenna patterns to determine the effects of the radome on the antenna’s electromagnetic radiation. Each user interface permits the user to enter several values pertaining to a specific analysis, including thresholds, units of measure, normalization, etc., which are used in calculations to determine if an analysis passes or fails. Analyses include: transmission efficiency, boresight error, pattern distortion, reflectivity, and beam width change. Many analyses were first modeled in Matlab, and then encapsulated in COM DLLs. All analyses produce both reports and plots, and all data resulting from an analysis is written to an Access database. Additional tasks included:Architectural design and the development of prototypes for migrating antenna analysis software to VB.NET and ASP.NET. These prototypes included an analysis of the financial impact on the migration including the time to complete each software update.Design and development of the Ground Plane Data Simulator, which performs Spherical Near Field data analysis. The purpose of the Ground Plane Data Simulator is to analyze spherical Near Field data, and to complete any sections of the sphere that are void of data. Points along the sphere (theta and phi axes) were filled using a variety of methods including Fourier extrapolation. Each point consists of the amplitude and associated phase for a given frequency.

Mr. Simmons designed and developed the EMC Analyzer, an application that automates electromagnetic calculations for cellular tower antenna installations. The core of the application consists of two DLL’s (apx 80,000 lines of code) – one typical binary DLL written in C and one COM DLL written in C++ using ATL. The initial model algorithms were created using Matlab, and then were reengineered into the initial DLL written in C. He also developed numerous prototypes for the project in Visual Basic and Visual C++ (MFC) as well as a maintenance application written in ColdFusion to allow data entry access to the database supporting the EMC Analyzer and designed and developed the database schema (30 tables) initially in Access and SQL Server, and then migrated to Oracle. The EMC Analyzer was intended to run both as an Internet application as well as a stand-alone application for laptops. Created the Internet application in ASP and extended the functionality using the COM DLL written in C++ using ATL. Developed the stand-alone application in Visual C++ (MFC) and used the basic DLL to access the electromagnetic calculations.
