Calibre is an engineering and project management consultancy with particular expertise in railways, mine and ports and a strong market position in Western Australia. To develop its East Coast business, particularly in coal and passenger transportation, I focused on developing and delivering strategic consulting activities for customers. In addition to sales and business development activities I was responsible in delivering consulting services including: Author of four project reports for Macarthur Coal Limited in support of a due diligence process for applications for port capacity  Senior Project Engineer for Independent Engineer team for Wiggins Island Rail Project Development of financial models and author of key sections of the Above and Below Rail Strategy, which evaluated options for rail transport of Vale’s Queensland coal output.

I was responsible for managing proposals for turnkey transportation projects with values in excess of 200 MAUD. Projects typically comprise the electrical and mechanical systems for a railway or mass transit system and are bid by Ansaldo STS, either solely or in consortium with civil, vehicle and railway operations partners. With specific responsibilities for Ansaldo’s bids for Taichung Metro, Gold Coast Light Rail and Chennai Metro, I managed bids ranging from tightly prescribed, price-focused, formal tenders to the development of convincing value propositions for highly integrated consortia and alliances.

I was responsible for technical input to proposals and subsequently for developing market strategy and opportunities in Australia and in regional markets for communications, train control and train protection systems.I directly prepared or managed bid strategy, partner selection and the detailed technical, financial and commercial responses in line with corporate bid approval. As necessary I would manage a core staff of five and bring in the product, and functional specialists. The role included the hands-on management of small teams in the production of multiple simultaneous proposals with values ranging from 1 to 100 MAUD. The Network Management Centre (NMC) was a key project within the West Coast Route Modernisation (WCRM), then the largest and most complex railway upgrade project underway in the world. The joint project team of Railtrack and US&S Inc was responsible for delivering a system to provide a new level of ability to plan and control the UK’s major inter-city rail route. I was responsible for the identification and specification of all interfaces to the NMC.I recruited and managed a team of seven staff and developed the interface control procedures.I worked with systems engineering consultant, Lockheed Martin and Independent System Assurance and Safety Assessors to ensure that the interface management process and products met the formal systems engineering processes to achieve compliance with CENELEC standards 50126, 50128 and 50129.I found that I filled an important role to clarify communication between British and US teams, taking account of differences in terminologies, railway business and regulation environment, rail operating practices and engineering methodologies.

System and software engineering of railroad-related systems.

This small, successful Western Australian consultancy specialised in the support and development of technical computer systems for the heavy haul railroad industry, in particular BHP Billiton Iron Ore, Rio Tinto and Queensland Rail. Over a ten year period I was extensively involved in almost all of the company’s projects and was a key figure in the technical and business development of the company.Key technical areas included train control systems, the capture of data from a range of wayside and train-borne monitoring devices and the development of an economic and rugged platform which was used in several wayside and on-board projects for four major railroads. A number of these systems and approaches were recognized under the Australia Best Practice Program. Some technologies are now very widely used (such as vehicle identification tags), while others still represent practice in advance of most railways today. Projects and systems are listed at the end of this document. Further detail of specific projects can be provided.

ACET Limited was a Western Australian engineering and consulting company with particular expertise in the development and application of computers and electronics to the railroad and power industry, in particular simulation models and train driving simulators for heavy haul railways.I carried out consulting studies on the dynamics of heavy haul trains, assisting Mt Newman Mining, Hamersley Iron and State Railways of NSW to improve driving strategy and to optimize train configuration. These studies identified and verified previously undocumented dynamic behaviour of heavy trains.In support of a legal case, I developed and analysed dynamic simulations of a towed oil drilling rig.I was responsible for porting the existing train simulation software to a PC-based platform and for training users from Australian Railways and British Rail Research Bureau.I carried out ongoing enhancements of the systems for acquisition of train test data used to validate the models and study findings.
