Responsible for designing, implementing, and monitoring the governance and advocacy strategies of the program to achieve its objectives. Work with the program team to provide expert advice, analysis, and recommendations on governance and advocacy initiatives to ensure the effective delivery of the program objectives. Closely works with Policy Support Branch (PSB) of Local Government Division, CWIS-FSM Support Cell of DPHE, and CWIS Capacity Hub (ITN-BUET), FSM Network Bangladesh, and other relevant agencies and platform. Advocacy to national and local governments to formulate and implement relevant policies.

ANTICIPATION: Asia Anticipatory Action for Disaster Mitigation” project funded by Aktion Deutschland Hilft (ADH) German. World Vision is implementing this project in six field offices like Bangladesh, Indonesia, Mongolia, Philippines, Myanmar and Sri Lanka to establish anticipatory action protocols for selected, disaster-exposed area programs in order to enhance the level of readiness and pre-disaster action capacity at community level. The Project Manager of Bangladesh will be responsible to take forward the AA action of World Vision Bangladesh in coordination supported by Regional Office of East Asia (EAS) and South Asia Pacific (SAP) in the project implementation. He coordinate with national to global actors to ensure Anticipatory Action protocol development and implementations of World Vision Bangladesh. Provide support and take leadership role in WV Bangladesh Anticipatory Action in line with Government of Bangladesh and WVI partnership Standard. Establish and pilot the Anticipatory Action Protocol for World Vision Bangladesh. Monitor quality program /project implementation at field level and ensure all sorts of technical inputs to ensure quality standards and minimum standards. Develop positive relationships with partners, government, UN and I/NGOs and other actors present in the field for effective coordination through strategic communication. Ensure effective coordination with relevant actors for the anticipated actions. Ensure delivery of project resources and activities within budget and time-frame and projects delivered to the highest standards in line with the country and organizational strategy. Work closely with the GAM, Technical team & NDMT to develop program concept and proposal for institutional fund raising, monitoring and reporting on Anticipatory Action. Ensure capacity building activities are implemented as per planning. Ensure humanitarian accountability aligning with the organizational accountability mechanism

Water for Women is a DFAT (Department of Foreign Affairs and Trade) – Australia government funded consortium project led by World Vision Bangladesh. Consortium partners are CARE Australia, CBM Australia, Edge Effect Australia, Unilever Bangladesh, BBC Media Action, SKS Foundation, CDD, DRRA, NCDW. The project aims to improve gender equality and socially inclusive WASH in Schools and communities. The project is implementing in cyclone and flood prone area in Bangladesh through partnership with local NGOs & network organizations. The learning partners are University of Technology Sydney- Australia, University of Rajshahi - Bangladesh. Major responsibilities are; Provide leadership in achieving the goal and outcomes of the project, mobilizing staff, consortium partner and local implementing partners and other project resources. Compliance with and adherence to organization and donor policies, guidance and procedures; Provide program input to Country Strategy and Plan of Action; Development of program and Core Competency strategies that are aligned to organization and donor priorities and strategies; Development of holistic and needs based program, including market-based programs; Identify funding opportunities, develop funding strategies and forecasts for program extension, Grants management, reporting to donors, including compliance with donor standards; Quality control, M&E and organizational learning; Capacity building of all technical staff; In and out country representation; Develop and implement the situational and response analysis frameworks; Develop a program-based advocacy strategy in line with the response analysis and response plans; Build strategic donor relations related to program; Develop a strategy for program participation in coordination mechanism; Develop a staffing structure for the program team, including an outline of key qualifications and tasks

South Asia WASH Results Project is a DFID – (UK government) funded consortium project led by Plan International Bangladesh. Consortium partners are Water Aid, Unilever, WSUP, WEDC, Ipsos Morri. The project aims to improve the Water Sanitation and Hygiene situation of poor and marginalized people in hard to reach areas. The project is implementing in eighty one (81) Union Parishad and eight hundred (800) schools of eight (8) sub districts under six (6) districts. The project is implementing through using the funding modalities of Payment by Results. The Project Manager is responsible to lead the implementation of South Asia WASH Results project in the field and ensure both technical and administrative support to the implementing in the field. This position has to effectively manage and guide the project in collaboration with Divisional offices, and other stakeholders at local level. The Project Manager is responsible for managing the project budget, ensuring the value for money, assessing the results at the field, the government system and capacity building of Local government and WATSAN committees to ensure the local WASH governance structures are operational and capable in all project locations. The Project Manager is responsible for qualitative and quantitative achievement of key project deliverables over time in compliance with guidelines and budget developed by Plan International Bangladesh, Plan International UK and the donor. Community Approach to Total Sanitation (CATS) project and Accelerating Ending Child Marriage (AECM) project are Unicef funded project. The project is implementing in Forty one (81) Union Parishad and three hundred (300) schools of five (5) sub districts under four (4) districts i.e. Bandarban, Khagrachari, Barguna and Bhola through partnership with local NGO e.g. Green Hill, Dhaka Ahsania Mission. Project Manager lead two project team (CATS and AECM) to meet progress indicators and objectives, ensuring that project deliver effectively. carried out the technical aspects of the project including building the capacity of Plan and Partner staffs, Natural Leaders and Local Sanitation Entrepreneurs, Local Government Institutions and achieved 100% open defecation free (ODF) status in the selected 20 Unions of five (5) Upazilas in 4 Districts. Renovated the school toilet in 100 schools and installed hand washing station in 300 schools. Significantly increased the visibility of Upazilla Parishad’s activity through Upazilla Governance Project of United Nation Development Programme. Analyzed on a continuous basis the capacities of key partners, such as local government institutions to plan, implement and monitor the governance interventions. Worked with LGD, DDLG, coordinating with Deputy Commissioner, the UNOs, and other key District and Upazila personnel in planning and implementation of activity. Supported to harmonize horizontal and vertical functions of services delivery by Upazila level officials and UZPs. Supported to LGD and DDLG for backstopping and monitoring of local government. Monitored the activities and their effectiveness and impact and reporting. Assisted to District Technical Committee meetings. Organized periodic exchange meetings between Upazilas and government staff in the District. Built up the capacities of Upazilla, Union Parishad to plan, manage and monitor governance interventions. Liaise and dialogue with government counterparts, policy makers and other sector partners for adoption of appropriate policies and strategies in the field of governance. Worked in close collaboration with DC, DDLG, Upazila Nirbahi Officers and Union Parishad Chairmen for ensuring optimal community involvement in decision making regarding ownership, gender needs, poverty, needs of ethnic minorities etc. Worked with NGOs, CBOs, civil society and the private sector. Reviewed study findings and facilitate conduction of studies on different aspects on the issues concerning institutional capacity building. Developed ten Women Development Forum (WDF) and developed the capacity of 207 UP women members and Upazilla Vice Chair. 9 Upazilla of Khulna district adhered to regulatory and institutional processes in the conduct of their mandatory meetings, budget and planning processes and operationalizations in their committees. Garment Value Chain Project is a World Vision USA funded project. The project aims to develop the value chain between women led CBO and garments. The project is implementing in slum areas of Dhaka city. Project Manager is responsible for designing and commissioning a study of Value Chain in garment sectors. Redesigned the project proposal, project result framework. Designed a functional training component for women (slum dwellers) to gain the skill on sewing machine operation, learn critical business issues such as loss, profit, working capital, product marketing, communication, networking etc. Successful implementation of pilot phase of Urban Value Chain Project that employed 2500 women of Dhaka Urban Slum Dwellers. Developed and capacitate the 20 Community Based Organization especially women led. Linked up the CBOs with shopping mall, garment, training institute, BGMEA, academician, NGOs and others service providing organization. Developed capacity on nutrition, primary health, sanitation, gender equality, rights and entitlement. Created awareness on violence against women. Managed all operational aspects of Urban Value Chain Project. Provided oversight to the unit extending training and development effort to staffs. Managed large –scale procurement of sewing tools. Ensured effective fiscal management and accountability. Established a working relationship with external organizations (City Corporation, pourashava, BGMEA, BKMEA, Garment Factory, Civil society, overseas partners). Major achievements: Lead to 3 district team i.e. Chattagram City Corporation, Kishoreganj and Takhurgaon in the area of capacity building of stakeholders including partner NGO, project staffs and LGI. Demonstrated the capacity through implementing capacity building areas in 5 slums, 26 Union Parishad under 3 districts including multi level stakes; partners like Govt. Strengthening Household Activities through Health Asset and Revenue (SHAHAR) project is USAID funded Urban Programme implemented in 4 municipality i.e. Tongi, Mymensing, Jashore and Dianjpur through partnership with Local Government Institution and NGOs. The project aims to improve the live and livelihood of slum dwellers. Assistant Project Officer is responsible for implementing the project in slums and maintain the partnership with LGI and local NGOs. Implement the Health Hygiene Nutrition, IGA, Social Mobilization, Infrastructure in assigned slum areas. Develop the capacity of Slum Development Committee through training meeting workshop.
