Army Futures Command (AFC), Combat Capabilities Development Command (CCDC) C5ISR Center, Product Realization Systems Engineering & Quality Directorate (PRD) Lead Engineer assigned to Product Director (PD) Aerostats as the Program Manager responsible for direction and management of the entire International Aerostats Program Portfolio. Manages and leads a multidisciplinary team of subject matter experts consisting of Engineering, Operations, Logistics, and Acquisitions supporting multiple FMS country programs.Manages and oversees cost, schedule, and performance of the International portfolio for PD Aerostats Office of the Program Executive Office (PEO) for Intelligence, Electronic Warfare and Sensors (IEW&S). Directly manages and responsible for the execution of multi-million dollar active FMS cases on a yearly basis. Leads a team of senior specialists in the negotiation and management of funds on multiple country cases. Manages and identifies organization resource needs to support current and future International programs.

Senior Engineer at the U.S. Army Aberdeen Proving Ground working for the U.S. Army Communications- Electronics Research, Development, and Engineering Center – Product Realization Engineering and Quality Directorate (CERDEC PRD) supporting Security Assistance Management Directorate (SAMD) on Foreign Military Sales (FMS) programs. As a SAMD Engineer, duties include leading the technical effort for assigned aviation programs in accordance with established guidelines, regulations, policies, and customer requirements for Communications-Electronics Command (CECOM) equipment to include tactical aviation radio systems, embedded global positioning system inertial navigation system (EGI), aviation transponders, Blue Force Trackers, radar warning systems, common missile warning systems, and other aircraft survivability equipment on UH-60 Blackhawk, AH-64 Apache, CH-47 Chinook, and OH-58 Kiowa aviation platforms.Served as the primary technical advisor to assist in the development and execution of aviation system FMS programs for multiple countries. Lead the technical effort on FMS cases for procurement, integration, and training of the AN/APR-39 Radar Warning Receiver (RWR) system on the exportable AH-64 Apache.Served as the technical lead in the procurement of CECOM aviation equipment with multiple DoD vendors to include development of Acquisition Requirements Packages, Acquisition Plans, Justification and Approvals, Independent Government Estimates, Proposal evaluation/negotiation. Assigned as a Contractor Officer Representative (COR) on various FMS programs to support the Contract Officer for Pre and Post Award Surveys, Monitoring of Contractual Production, Technical Data Reviews, Operation and Maintenance, Supply Chain Management, and Program/Project Management.

Responsibilities include managing, planning, designing, budgeting, methodology development, coordination, execution, monitoring, data analysis, assessing results, and reporting for ATEC evaluated programs while maintaining a high level of customer focus for multiple aviation and sensor systems to include manned/unmanned aircraft systems, munitions, integrated aircraft systems, precision navigation systems, and reconnaissance surveillance and target acquisition sensor systems to include EO/IR systems, radar systems, and communications systems.Provided technical assessments, briefings, and technical project leadership. Maintained close and continuing liaison with other offices, higher echelons, and other agencies. Maintained up-to-date awareness of progress of assigned projects using Earned Value Management System (EVMS). Performed technical project leadership duties for Army efforts in all phases of the acquisition life cycle. Conducted strategic planning for technology programs/activities including analysis of the mission, program goals and objectives, organizational performance assessments, and special studies and analyses. Used technical knowledge to properly assess and solve technical and programmatic problems in providing product realization engineering support to different DOD customers. Represented the Directorate and headquarters in professional situations and in meetings by directly interacting with senior level Army, industry, Program Executive Offices/Project Managers, and other agencies and services executive leadership.Lead Integrated Product Teams (IPTs) and Working Integrated Product Teams (WIPTs) to develop operational needs requirements, capabilities and limitations requirements, testing requirements, measures of effectiveness (MOEs), measures of performance (MOPs), key performance parameters (KPPs), and field tactics, techniques, and procedures (TTPs) for multiple Army systems.
