Being the Financial Officer (FO) for the Global Environment Facility (GEF) Secretariat in Washington D.C., I'm responsible for the followings:- Responsible for operational and project cycle rules and procedures and pipeline management. - Responsible for FM assessments and supervisions of GEF's direct access grants to member countries in their National Communication Reports, including drafting and finalizing grant agreements and disbursement letters for all grants. - Being the focal point contact for GEF’s Program Managers with regards to trust fund operations and the liaison staff with World Bank’s OPCS, LEGIA, WFALD-TF as well as fiduciary teams in country offices. - Being the liaison person with the WB Trustee in all financial related issues including funding resources projection, resources allocation for different focal areas, supervision for a Financial Assistant, 6-monthly programming reports of GEF Secretariat, Council resources approval report for the Joint Summary of Council meetings; - Participating in other operational issues such as Agency fee review, Pilot Harmonization exercise with WB, project cycle streamlining measures with Agencies - Contribute to policy tasks such as the Fee Reporting Matrix by GEF's Agencies, fiduciary standards, GEF Accreditation Process of New Project Agencies. - Working with the IT cluster to contribute to the programming of different reports and business processes (e.g. project cycles processing steps) in the GEF Secretariat's Project Management Information System (PMIS). Besides my work at the GEF Secretariat, I am one member of the HQ-based FM team responsible for Centrally Managed Global TFs and DGF grants. I provide FM support to task teams for their Centrally Managed Global TFs and DGF grants, including preparation of FM Assessments, participating in negotiations on FM and disbursement issues, clearing grant agreements and disbursement letters, and reviewing IFRs and audit reports.

Being a Financial Management Specialist (FMS) at the World Bank Country Office in Vietnam, I was involved in a number of supervision and preparation missions for bank funded projects in such fields as education, agricultural development, tax, customs and health. My assignments included assessing the adequacy of borrowers' project financial management and reporting systems; providing advice and assisting in the design of sound financial management systems, internal control frameworks and risk mitigation measures for bank funded projects and activities; guiding and advising borrower and bank staff on the Bank's financial management requirements; monitoring compliance of projects with financial covenants in conjunction with Bank disbursement and procurement staff; assessing periodic project financial management reports for financial performance; reviewing audited project financial statements and following up on the adequacy of the borrower's response to audit findings; and assessing the financial and operational viability of implementing entities.

As the Assistant Finance Manager and Acting Finance Manager at CARE International in Vietnam, I was working directly in financial management areas, I gained profound knowledge and experience in assessing financial management systems and procedures, internal controls, financial reporting and capacity building measures. I actively assisted the Finance Manager in the budget formulation process including both the Country Office's administrative budget and the project portfolio budget. I also familiarised myself with preparing and interpreting financial management reports as well as project costed work plan. I was also responsible for auditor selection process, for audit fee negotiation, for finalisation of project audited financial statements and management letters.
