Ms. Sulkers is a Senior Environmental Consultant for HHNT and brings 22 years of experience years in the environmental consulting field in the areas of wetlands, protected species, land use permitting, and natural resources management. She has diverse experience working with residential, commercial, industrial, and government sectors for land development purposes. She also has specific industrial experience in solid waste and in the mining industry having worked on phosphate, aggregate, and mineral sands. Working in the fields of botany and wildlife biology, her professional emphasis in Florida and in the southern region of Georgia and Alabama has been threatened and endangered species, working with red-cockaded woodpeckers, gopher tortoises, Florida scrub-jays, gopher frogs, eastern indigo snake, sand skinks, Florida mice and many federal and state listed plant species. Her experience working with threatened and endangered species in Tennessee, North Carolina, and the northern portion of Georgia and Alabama includes the monitoring and management of bat, bird, amphibian, reptile, and plant species.She has permitted and managed a gopher tortoise recipient site, conducted vegetative sampling and wildlife assessments for wetland mitigation banks, and performed habitat assessment and restoration plans for development purposes. Working with gopher tortoises and eastern indigo snakes outside Florida, Rachael has secured numerous Section 7 Biological Assessments and Section 10 Habitat Conservation Plans. She has served on various committees and groups for consideration and development of rules and ordinances relating to natural resources. Overall she is respected and well established within the regulatory community and as a consultant.

I am an ecologist with 15 years of experience in the southeastern U.S. I am a permitted gopher tortoise authorized agent in Florida and have extensive experience within the listed portion of the species range. My work within the last 15 years includes listed species surveys, state and federal permitting, wetland delineation, monitoring and management, jurisdictional wetland determination and delineations, wildlife conservation and ecology, and project management.
