As the Chief Information Officer, I lead the technological vision and strategy for the Judicial Branch of Arizona in Maricopa County. My responsibilities include driving the development and implementation of innovative technology solutions, enhancing cybersecurity measures, and ensuring compliance with regulatory standards. I focus on optimizing operational efficiency, improving service delivery, and leveraging data analytics for informed decision-making. I work closely with senior leadership and a talented IT team to advance our mission of excellence in judicial services.

Reporting to the CEO and Board, I drove strategic product roadmapping and the clear communication of deliverables to team members, ensuring multiple, concurrent, and complex projects were realized to schedules, budgets, and agreed specifications. Heading a 65- strong Engineering and IT operations team, comprising in-house, near-shore, and offshore staff, I identified and implemented opportunities to continuously improve operational efficiency. Conducting risk assessments and updating organizational issue logs, I maintained robust relationships with external sponsors, leveraging clear and regular communication. Drafting financial forecasts and periodic updates for the Chief Financial Officer (CFO) and senior leadership, I promoted informed decision-making. Analyzing operational efficiency with the analysis of complex data structures, I captured real-time business intelligence and insights that influence future strategy. Ensuring compliance with SOC I, SOCII, OCI DSS, HITRUST and HIPAA regulatory requirements, I secured adherence to cybersecurity, operational, and financial best practices across all parties, by retaining oversight of the vendor management team. I bridged the Engineering and Medical teams, taking ownership of clinical trials and human factor usability studies.

Underpinning corporate growth by establishing a scalable IT architecture and leading the expansion of the IT team from 550 to 4000 within 3 years, I authored and ensured adherence to the IT budget, working in close partnership with the CEO and CFO. Driving product innovation and sales growth by pinpointing new business opportunities, I overhauled a flat IT organization, utilizing best practices and the implementation of Change Control, DevOps, Engineering, Product Information Management (PIM), and Product Management processes. Boosting operational efficiency with the employment of business intelligence tools, inclusive of Tableau and Motivity Solutions, and enabling data-driven decision-making across all levels of leadership, I supported the entire lifecycle of mergers and acquisitions (M&A) - averaging 2-3 acquisitions per quarter - leading due diligence, contract negotiations, and the consolidation of operations of acquired companies. Contributing strategic insights and providing guidance as a member of the CIO Advisory Board for Ellie Mae (ELLI), I attained local, state, and federal regulatory compliance with the development and launch of a cybersecurity program and platform. Improving customer experiences, employee efficiency, and the bottom line with the ideation and deployment of a digital mortgage platform, that featured advanced technologies, I promoted the delivery of industry technology initiatives and strategies as a Member of the Mortgage Bankers Association CIO Board.

Devising a product roadmap, in collaboration with key stakeholders, I ensured all activities were aligned with wider corporate objectives and vision. Determining the strategic business direction with senior leadership, I hosted meetings with stakeholders and agreed product roadmaps, program scope, and costs. Taking ownership of the technical project portfolio, I utilized Agile and Waterfall approaches to complete initiatives to deadlines, budgets, and agreed specifications. Optimizing resources and ensuring the appropriate prioritization of activities, I established and chaired the IT Steering and Change Management Committee and led the migration over to paperless operations. with the introduction of electronic disclosure signing platform.
