Rachel Thomas is an experienced communications leader in campaigns, government, public policy, and business. Currently, she serves as Director of Strategic Communications for Implementation at the White House, where she leads government-wide efforts to tell the story of the impact of President Biden‘s legislative accomplishments, including the Bipartisan Infrastructure Law, the Inflation Reduction Act, the CHIPS and Science Act, the American Rescue Plan, and more. Previously, she served as Acting Assistant Secretary for Communications and Outreach at the U.S. Department of Education, where managed a team of over 100 and led the communications, digital, and outreach efforts to support President Biden and Secretary Cardona's mission of reopening schools during the pandemic and rebuilding our nation's education system. Prior to that, she served as Northeast Communications Director for Joe Biden’s presidential campaign, and Deputy Communications Director for Pete Buttigieg and Beto O’Rourke’s presidential campaigns. Rachel is the former head of communications for ACRONYM and previously was a member of the External Relations team at IBM, where she built award-winning campaigns elevating the company's leadership across the globe. Rachel previously served as a senior communications leader at EMILY's List, a national political organization dedicated to electing women to public office. She also has experience in federal and state government, serving in the Small Business Administration during the Obama Administration and in Virginia Governor Terry McAuliffe’s office. Rachel has extensive on-the-record, crisis communications, and strategic communications experience, and has worked with a variety of nonprofits.
