The objective of this role will be to effectively manage and support the implementation of the UNDP Tax for SDGs and TIWB (Tax Inspectors Without Borders) and provide support to UNDP Regional Bureau for the Arab States (RBAS) on tax related engagements as part of their agenda of Financing the SDGs across countries in the Arab States. The position includes:1) Strategic and Multi-Stakeholder Engagement on taxation in the MENA region2) Policy and Programme Coordination on taxation interlinkages across the region3) Knowledge Production and Management4) Outreach EngagementThe position will be embedded in the Regional Hub for the Arab States in Amman and work as partof the Global Policy Network, will report to the Head of Tax for SDGs (based in New York) withmatrix reporting to the Regional Lead Economist (based in Amman). Throughout the project, there will be close collaboration and coordination with the rest of the UNDP Tax and the OECD-UNDP TIWB Secretariat team.

• Track 1: Revenue Mobilization Strategies: Ad hoc studies and assessments on targeted areas of tax policy, macro-fiscal policy and economic analysis. • Track 1: Revenue Mobilization Strategies: Ad hoc studies and recommendations on specific schemes to support modernization of revenue administration systems in the field of transfer pricing and base erosion and profits shifting (BEPS), international / cross-border tax data and information exchanges, taxpayer engagement, and other areas where relevant.• Track 2: Fiscal strategy and budget performance: Preparation of a comparative study covering several developed and developing countries on their approaches to building meaningful citizen participation in the development process for annual budgets

• Provide strategic advice to the overall analytical oversight of the EU-OECD Project on Promoting Economic Resilience in Yemen• Develop analytical knowledge products (e.g., briefs, presentations, reports, background notes) where useful or as requested to support and inform technical oversight of the EU-OECD Programme on Promoting Economic Resilience in Yemen• Deliver capacity building workshops on specific economic sectoral topics to the Yemeni stakeholders• Update the donor mapping on a regular basis, track and report on relevant donor, UN and key stakeholder initiatives in Amman• Provide input to and coordinate with the EU delegation, donors/experts on relevant initiatives, developments, material and reports• Organise and participate in various strategic as well as coordination meetings, technical working groups, workshops• Participate in the IMF/World Bank Capacity Development Group in support of Yemen’s central economic institutions• To support multi-stakeholder dialogue on medium-term revenue strategies for Yemen: map relevant stakeholders, reform efforts• Develop key content and agendas for multi-stakeholder exercises dialogues, participate and facilitate dialogues • Develop a report based on the multi-stakeholder dialogues to inform a multi-year road map which lays the groundwork for a country-wide medium-term reform efforts to strengthen domestic resource mobilization in Yemen

• Conduct a literature review of existing tax policy studies produced by GOJ, international institutions and local research centers• Prepare a report with a compendium of tax policy recommendations identified through the literature review• Suggest needed/relevant tax policy studies to be developed by JPFMA project, based on research and prepared compendium• Provide support in drafting policy notes, briefs and presentations, briefs related to relevant topics and policy issues, as required

Project lead for a report on the relationship between Taxation and Accountability in state-society relations (in developing countries)Exploring the role of policy, transparency and engagement in strengthening the connections between taxation, statebuilding and accountability. The goal of the project is to map these potential connections based on existing research and experience, understand how they operate in practice in two countries in sub-Saharan Africa – provisionally, Sierra Leone and Ghana – and define an agenda for action for turning these insights into practice. That agenda for action will include immediate insights for donors, governments and civil society, and a proposal for a longer-term collaboration between the ICTD and OSF.
