• Provide oversight and direction in annual budget process and development of water rate structures.• Assist in making major project recommendations affecting water supply, treatment, distribution, and overall delivery of reliable, quality water and services to over 450,000 customers in 14 cities.• Provide long range planning, direction, and strategy development across all SPRWS Divisions which include 250+ employees.• Direct oversight of safety, security, human resources, public information and business improvement teams.• Effectively communicate and partner with stakeholders including the Board of Water Commissioners and officials from other governmental or private agencies.

• Maintain knowledge of legal requirements related to HR, reduce risks and ensure compliance. Lead investigations into allegations of misconduct. Partner with Labor Relations and Legal as needed.• Provide consultation on complex employee issues including reasonable suspicion, ADA accommodations, leaves of absence, bargaining agreements, progressive discipline including separation.• Serve as a representative of management on labor relations negotiating teams, in grievance processes & civil service appeals.• Deliver ongoing strategic HR guidance in succession planning, organizational design, change management, leadership development, employee engagement.• Lead Senior Management Team through strategic planning process including the creation & ongoing review of performance measures to guide decision making.• Communicate proactively with HR department, develop integrated solutions, and deliver excellent customer service.• Conduct thorough needs assessments to develop and deliver targeted and valid training programs in a variety of topics.

• Advise and provide resources to employees and supervisors on issues related to FMLA, ADAAA, Workers Compensation, FLSA, OSHA, and local and state regulatory issues and contracts.• Address employee relations issues, such as harassment allegations, work complaints, or other employee concerns. Conduct workplace investigations and provide recommendations. • Coordinate hiring by analyzing needs, creating job postings, completing background checks, drug testing, and medicals, composing offer letters, and leading new employee orientation. • Lead the design, development, and implementation of an innovative workforce retention program aimed at recognizing and developing the City’s emerging leaders (2013).
