Provide direction and leadership to the engineering managers which execute all Engineering related activities carried out on solid dose site (facilities, capital projects, utilities, equipment, calibration, automation, equipment reliability, etc.). Evaluate Capital Projects viability including economical study. Responsible for the Equipment, Facilities and Utilities qualifications. Provides justification, direction, manages and oversees Capital Projects involving the planning, design, reconfiguration or construction, and qualification of facilities, utilities and equipment following Corporate Engineering Guidelines. Manages site activities necessary for successful execution of project(s) and ensure these are completed as necessary to tie in with the overall project execution. Support the development and implementation of strategic process improvements projects which positively impact the manufacturing operations such as: Manage Temperature and Humidity Excursions Implement operational and strategic direction for specific maintenance functions, likes: Coordinating planned shutdowns with department personnel and production areas. Support non-scheduled utility outages. Reviewing and managing the availability of critical parts and functional equivalent per regulatory requirements. Planning maintenance and repair schedules to ensure maximum equipment performance and reliability. Evaluating and recommending improvements to Preventive Maintenance (PM) procedures and Standard Operating procedures (SOPs) to maintain equipment reliability. Analyze department expenses, creates and manages departmental budget. Identifies and approve capital equipment replacements and needs. Promote the continious improvement of the Department.

Ensures that Engineering procedures are aligned with company and site engineering policies. Partners with site senior management to identify the current and future engineering needs of the site. Implement operational and strategic direction for specific maintenance functions, likes: Coordinating planned shutdowns with department personnel and production areas. Support non-scheduled utility outages. Reviewing and managing the availability of critical parts and functional equivalent per regulatory requirements. Planning maintenance and repair schedules to ensure maximum equipment performance and reliability. Evaluating and recommending improvements to Preventive Maintenance (PM) procedures and Standard Operating procedures (SOPs) to maintain equipment reliability. Promote safety within the workplace by following site safety procedures. Ensure HAZOP Operational Readiness Reviews, safety audits and investigations are completed. Analyze department expenses, creates and manages departmental budget. Identifies and approve capital equipment replacements and needs. Promote the continuous improvement of the Department.

Manage all the operation and maintenance of the Utilities: Chillers, Boilers, Compress Air, HVAC, Clean Steam, WFI, Waste Treatment Plant, Power Distribution, Fire Protection System, etc. Liaison between local government authorities (PREPA, PRASA, etc.) and the corporation. Manage, generate and support new projects to improve utilities areas. Submit Capital Expenditure Approval for those projects Enhance, submit and monitors Energy Conservation Projects. Manage Predictive Maintenance Program of the plant. Responsible for review and approve Commissioning and Validation protocols and reports related to the Utilities Systems. Subject matter expert for plant Utilities systems like: HVAC systems for aseptic areas, WFI systems, Clean Steam systems, etc.

Responsible for coordinate the start-up, commissioning and validation activities with the plant and the General Contractor for New and Upgraded facilities likes manufacturing and office space areas, manufacturing process operation and utilities systems such as: Plant Steam, Condensate, Compress Air, RO Water, Chill Water, Nitrogen, Glycol, WFI, Clean Steam and HVAC required to supporting a $110 Millions expansion project. Liaison of the plant between the General contractor, Global Engineering Services and the Designer for resolve design problems. Responsible for review and approve Commissioning and Validation protocols and reports related to these areas. Responsible for the preparation of the Preventive Maintenance Procedures for all the new utilities and facilities equipment added as part of the project and their addition to the plant Preventive Maintenance program. Responsible for select and include the Spare Parts of the new equipment in the plant inventory system. Responsible for the calibration of the new utilities instrumentation and their addition to the plant Calibration Program. Delineate construction, start-up and validation strategies in order to comply with the project schedule deadlines.

Manage, generate and support new projects to improve facilities/utilities areas. Submit Capital Appropriation Request for those projects Generate Department annual budget. Enhance, submit and monitors Energy Conservation Projects.
