In my PhD research I studied how street-level workers from the social, health and law enforcement fields put drug policies in practice in Amsterdam (Netherlands), and Porto Alegre (south Brazil). I focused on policies and activities related to crack cocaine and heroin, especially looking at how workers manage to balance or choose between public health and law enforcement approaches towards drug use. In both cities, meanings of care and order found in official policies are transformed in workers' practice.
