Project Managment Specialist
For the past four years I have served as the Budget Specialist for the mission, here are some key highlights during my tenure.- Improved Mission efficiency when obligating funds into our Bilateral Agreement (DOAG) by reducing the lead time by 50% on average. I took several steps in order to reach this goal, these include sharing draft amendments with our Government of the Dominican Republic (GoDR) counterparts. This change allows the review process to be initiated in parallel between both parties instead of in sequence.- Advanced the Mission’s development objectives as lead drafter, translator and negotiator of the current Bilateral Agreement. One of the key obstacles to overcome when drafting Bilateral Agreements is having both parties actually come to an agreement. During the drafting of our current DOAG there were several issues brought to our attention by our GoDR counterparts. I was able to address their concerns by referencing previous bilateral agreements, explaining how certain provisions within the agreement protect both parties, establishing periodic meetings in order to review any changes in the development strategies within the GoDR, and how or if we could adjust course to align more closely with their goals.- Improved the Mission’s capacity in Budget Management through the use of new tools, reports and training. Understanding the Mission’s budget can be a daunting task for anyone without a general interest in finance and numbers. Trying to decipher a table with tens of columns and hundreds of lines with different amounts, fiscal years, program areas and funding sources can be difficult for most people. In order to simplify this information I have developed reports that are more visual and simplified. These reports present their spending plans as timelines so teams can see when they are spending their funds and where.
Financial And Administrative Manager
Responsible for the development and implementation of marketing, sales, financial and operations strategies. Project manager for new financial management system, product reengineering and key branding / & sales events. Tasked with auditing of current department procedures in regards to ISO9001 compliance. Treasurer
Improved Program Operational Efficiency by creating a digital ledger for all Public Assets assigned to all our regional and local offices. As the treasurer I was responsible for all the Assets the program managed and after learning that we had always inventoried our assets by hand I took the initiative to develop a digital ledger for all our assets. Instead of relying on pen and paper we would mark each asset with a barcode and could use hand held devices to read and record each asset in any given location. These were uploaded to a web-accessed database where administrative users could track the movement of assets from one location to another. This action greatly reduced the annual asset inventory process as well as consolidating all the asset info in one place which we used to reduce the cost of our insurance coverage and improve our claims process when required. Streamlined Program Financial Operations through the implementation of a new Financial Management System (FMS). For years the program had used an AS-400 based accounting system that was severely limiting the actions we could perform through the system. We could process checks, but not electronic transfers and petty cash. I spearheaded the selection and design of a modular FMS. The new system could execute all our accounting actions, from processing payments, to generating financial reports like the General Balance Sheet. Since the system was Microsoft based we could integrate several tools that were previously impossible, including our Asset Inventory System. In the end I was able to replace five different systems into one modular, expandable platform. We went from processing thirty (30) checks a month to over 1,200 financial transactions in the same period..

• Oversaw all key accounts which included the country´s second largest insurance provider and the third largest bank. Management partner in new digital marketing start-up. Captured and transformed leads into viable business ventures. Cultivated profitable relationship with key industry suppliers both locally and abroad.
