A leader in clean-energy initiatives with over 20 years of experience in clean energy programs and policies, Rafael provides strategic direction on major community decarbonization initiatives across San Mateo County through his role as Director of Program at Peninsula Clean Energy, the county's principal energy service provider. Under Rafael’s leadership, PCE has programmed nearly $30 million over 4 years for decarbonization, primarily in transportation electrification.Rafael has led and supported nearly $80 million in clean energy projects through his prior roles as VP of Community Initiatives at Prospect Silicon Valley and founding Executive Director of the Bay Area Climate Collaborative. His projects include two net zero demonstrations, an advanced solar-storage initiative, EV infrastructure and fleet deployments, an advanced electric bus VGI project, EV fleets (140 EVs) and infrastructure deployments (330 charge ports), the nation’s largest ride & drive campaign (4,500 test drives and 12%+ conversion rate), LED streetlight upgrades and other projects supported by the California Energy Commission, Metropolitan Transportation Commission and other funders. Previously, Rafael had a 15 year career in high-tech doing software development, project management and business consulting most recently with Hewlett Packard. Through market acceleration initiatives, regional strategic alignment and best-practices dissemination BACC drives market-oriented initiatives that reduce carbon, advance economic development, and scale climate solutions. BACC initiatives have committed nearly 150 million lbs of CO2 reduction over 10 years and drawn over $33 million in grants and financing to the region.Projects include facilitating the deployment of the two largest all-electric vehicle fleet deployments in the country - 140 battery EVs to over a dozen municipalities - catalyzing over 85,000 streetlights upgrades to LED, and creation of the Energize Schools consortium to ensure schools maximize their clean energy investments. Partners include Bank of America, Pacific Gas & Electric, California Energy Commission, Environmental Defense Fund, Schneider Electric, ChargePoint and others.
