• Review and analyse purchase requests in order to ensure their compliance with FAO’s established rules and procedures to provide the "best value for money" to the Organization;• Autonomously undertake procurement exercises: prepare tender documents (RFP, ITB, RFQ), contracts for services and purchase orders for goods; • Produce and analyse progress reports drawing the attention of my supervisor on current inconsistencies and foreseeable problems recommending solutions and corrective actions;• During the entire procurement cycle, identify and assess potential risks in due time in order to determine the most appropriate risk mitigation plan(s);• Conduct market analysis and suppliers research; • Actively participate in the improvement and constant update of the ITB templates and provide instructions and guidelines to my team colleagues;• Participate in the in-tend (e-tendering) pilot project and team;• Provide training and guidance to colleagues and HQ clients on the use of the recently introduced e-tendering tools (i.e. UNGM, In-tend), ERP systems, and other IT applications;• Provide guidance and assistance on procurement and supply chain matters, procedures and practices to field offices, national authorities and HQ staff; • Prepare commercial evaluations and review technical evaluations; • Represent Field Procurement Unit in the meetings with Field Offices and internal clients;• Follow-up with contractors and third parties to ensure timely and smooth delivery;• When appropriate, make recommendations for the application of damages (in line with FAO rules) and follow-up with FAO Finance Unit to ensure timely and correct payment of the suppliers;• Act as focal point for requestors, suppliers and third parties;• Assist my supervisor in coordinating and distributing the work in the Unit and enthusiastically perform other duties as required.

Prepare, manage and publish formal and informal tenders by:• Advising the requester on the most appropriate sourcing methodology• Verifying the correctness and coherence of the tender approach with the Term of Reference and with the Procurement rules and procedures• Identifying the potential suppliers using all available tools• Collecting, preparing and checking the documentation to be sent to the suppliers• Publishing the tender using the adequate tools and portals (WIPO website, e-Tendering System, UNGM)• Managing supplier queries during the tender and organizing the opening of the offers• Participating to the evaluation team• Participate to and/or leading the negotiations of the contract and issuing letters of award/regards• Preparing contracts in liaison with the legal adviser• Participating to the overall management of existing contracts and to the monitoring of vendor performance indicators

• Conduct competitive tendering procedures for the purchase of particular goods and services• Draft tender documents (e.g. evaluation report), contracts and other documents• Assess requests for waiver of competitive bidding• Prepare spend analyses and cost savings reports • Review purchasing and contracting policies, procedures, operations manuals, etc.• Conduct research on purchasing and contracts issues and prepare associated comparative analyses
